Contractor cartels Pre-fix tenders in @chennaicorp as all contractors quote the same bids ranging from 4.9% to 14.99%
An analysis of a batch of tenders floated by the Greater Chennai Corporation (GCC) showed that contractors were quoting in identical negative bids, enabling the L1 alone to quote the lowest number and secure the tender. In some cases without L1, works were divided and given to all 5 contractors who quote the same bids.
In a GCC tender (2026_CoC_689164_1) for a Metro water road work, five contractors have quoted an exactly the same sum—1,00,227. And the finance document said “five tenders received and L1 is awarded”.
Another tender (2026_CoC_689178_1) in Chennai also had all four contractors quoting the incredibly identical sum of 1,67,045.
Another stark tender (2026_CoC_689091_1) revealed that four contractors quoted 4.99% in negative at bids worth 2,00,454 while one contractor quoted 14.99% in negative, thereby emerging as L1 with 1,79,356. Four other contractors were rejected in the technical stage.
In all these tenders, the contractors are the same people and companies quoting the same costs, indicating a clear cartelisation.
In a GCC tender (2026_ CoC_690495_1) to improve Amma Unavagams in Valasaravakkam, four contractors had quoted 14.99% in negative while one contractor quoted 18.10% and another contractor quoted 18.50%.
The same numbers were quoted in another Amma Unavagam tender (2026_CoC_690434_1) in the area by the same set of contractors. The L1 was also the same.
Allocating Whistle symbol to @TVKPartyHQ now makes total sense, because every time they open their mouth to speak, it’s just a loud blow of hot air!
