@ErikFossing It is not other EU member states that are under paid. They all get to tax their routine profits for sales and services. It is the US that gets under paid as it provided the infrastructure and education that helped developing the technology, brands, and know how.

@heimbergecon Does that mean Italian tax examniers don't do their job? There is also a measurement issue. The study compares profits of domestic firms with subsidiaries of MNEs. Such data would not be accepted in tax audits or in courts.
