My hypothesis since 2016 has been that the neoconservative movement split with the rise of Trump into two wings: one *mostly* concerned with Russia as a geopolitical problem and one *mostly* concerned with Iran as a problem and with promoting the security of Israel. Members of the former camp never made common cause with Trump and positioned themselves as his critics and rivals, whereas the latter quickly formed close ties with Trump and the people around him and ended up in the first and second Trump administrations
