@TKavulla@ManhattanInst I helped publish research on AFUDC and CWIP by Environmental Action Foundation in 1977. I remember going to the FPC public reading room many times to collect data from physical copies of Form 1s. Rick Morgan, later DC Commissioner, was the lead researcher.
@drvolts Note that I had already thrown in the towel on VPPs. As used my most, a VPP is essentially a demand response aggregation or a DER aggregation. I finally gave up fighting, and accepted VPP. DPP would also be fine if everyone used it.
@drvolts I prefer DPP to VPP, but I worry that the train has already left the station, e.g., Maryland's DRIVE Act requires VPPs. In addition, I worry that DPP implies that it is a physical powerplant located on the distribution grid. VPPs and DER aggregations can include demand actions.
Democrats are excluding DERs from lowering prices in the record-shattering PJM capacity market by allowing data blocking by utilities to continue.
