The just concluded joint summit of EAC and SADC heads of state recommended resumption of talks between Kinshasa and M23. Tshisekedi had refused any such talks. I suspect this was because he thought Western powers would back his belligerence. Western powers used the UN to sanction M23, threatening anyone who sought to help bring them into talks with Kinshasa. But how do you settle such a conflict by criminalizing one of the actors, especially one who is a victim of state inspired extermination campaigns? This is how Western powers have abused the UN to make peaceful resolution of conflicts in Africa difficult. I am glad African leaders have rejected this idea and asked Tshisekedi to talk to M23. The peaceful resolution of the Congolese conflict will be difficult to implement and long drawn to realize. But the heads of state of the EAC and SADC have began on the right footing by recognizing the legitimacy of different actors, especially the M23. We congratulate them!
