New Authority Board Chairperson appointed
A new Chairperson for the Public Benefit Organizations Regulatory Authority (PBORA) Board has been appointed.
In a Kenya Gazette Notice Number 1226 dated July 24, 2026, the Cabinet Secretary for Interior and National Administration, Hon Kipchumba Murkomen, appointed Hon Adan Haji Ali to serve for a period of three years.
He replaces Hon Mwambu Mabongah, who H.E. President William Samoei Ruto has appointed to head the Energy and Petroleum Regulatory Authority (EPRA) Board.
Hon Ali is the immediate former Chairperson of the EPRA.
He brings to the Authority a wealth of experience in public service, institutional oversight and regulatory leadership.
Everyone at the Authority is excited to welcome Hon Ali, and we look forward to continued growth and success under his stewardship.
We thank Hon Mabongah for his distinguished service at the Authority and wish him well in the next chapter of his career. ^EK

PBORA is part of the Kenyan Delegation to the 2026 UN High-Level Political Forum (HLPF) on Sustainable Development, the UN platform for reviewing progress towards the 2030 Agenda and the Sustainable Development Goals (SDGs).
The HLPF brings together governments, UN agencies, civil society, the private sector, academia, and other stakeholders to exchange insights, showcase innovative solutions, and strengthen partnerships that advance sustainable, inclusive, and resilient development.
Central to the HLPF is the presentation of Voluntary National Reviews (VNRs), in which countries share progress, achievements, challenges, and lessons learned in the implementation of the SDGs. Kenya has engaged in three VNRs in 2017, 2020 and 2024, and is scheduled to present its fourth VNR during the 2027 HLPF. Participation in HLPF 2026 provides a strategic opportunity for the Kenyan delegation to benchmark with other countries and gather insights for preparation of Kenya’s Fourth Voluntary National Review.
PBORA’s participation reflects the Government’s commitment and efforts in creating an enabling environment for public benefit organizations (PBOs), enhancing the sector’s contribution towards the SDGs and strengthening multi-agency and multi-stakeholder collaboration in advancing Kenya’s sustainable development agenda.
PBORA remains committed to supporting recognition of the contribution of PBOs across all SDGs. ^CN

The United Nations Special Rapporteur on the promotion and protection of human rights and fundamental freedoms while countering terrorism, Prof Ben Saul, is among the distinguished speakers along-side PBORA officers, at the 3rd Africa High-Level Civil Society Anti-Money Laundering/Countering the Financing of Terrorism Conference in Abuja, Nigeria. The Kenyan delegation, including the Authority's Ms Bernadette Nzomo, Zilpah Angwenyi and Eric Muthomi had an opportunity to engage Prof Saul (Middle) at the conference. ^MN
A Kenyan delegation comprising officers of PBORA @PBO_RA and the Kenya Non-Profit Organisations (NPO) Working Group on Financial Action Task Force (FATF) is participating at the 3rd Africa High-Level Civil Society Anti-Money Laundering/Countering the Financing of Terrorism (AML/CFT) Conference, joining more than 150 participants from more than 30 countries alongside regional and international partners.
The July 14-17, 2026 conference provides a platform for meaningful dialogue on the effective implementation of AML/CFT standards, while promoting a risk-based approach that safeguards the vital work of Civil Society Organizations across the continent.

In the past two days, representatives from 98 Public Benefit Organizations engaged deeply with critical compliance topics, including Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT), annual reporting obligations, and sound governance practices. The training was highly interactive, with participants actively engaging facilitators, sharing real operational challenges, and leaving with practical tools to strengthen compliance within their organizations. Sessions on AML/CFT drew particular interest, reflecting the sector's growing awareness of its role in safeguarding Kenya's financial system. For PBORA, this level of engagement is expected to translate into stronger compliance across the sector. Well-governed, compliant PBOs are better positioned to build donor confidence and support Kenya's broader efforts against illicit financial flows, outcomes the Authority anticipates will follow as lessons from the training are put into practice. Building on this momentum, the Authority has scheduled further training sessions in September and December this year, extending this capacity-building drive to more regions and reaching even more organizations across the sector. This is part of PBORA's continued commitment to a well-informed, compliant, and empowered PBO sector.

The Authority is keen to support all Non-Profit Organisations (NPOs) at risk of terrorist financing. A multi-agency team is at Lake Naivasha Resort to develop risk mitigation plan for the at-risk NPOs after the approval of recently developed NPO Risk-Based Framework as well as risk profiling and categorisation mechanism, as part of Kenya's wider strategy to Counter the Financing of Terrorism. ^RC
Our Director General, Dr Laxmana Kiptoo, has concluded a high-level 5-day workshop on terrorism financing and targeted financial sanctions in Arusha, Tanzania, alongside senior officials from Kenya's National Police Service and the National Counter Terrorism Center.
The training was held at Mount Meru Hotel from June 22–26, 2026 and covered terrorism financing risk assessment, Financial Action Task Force e ( FATF) standards, and TFS compliance obligations, among other critical topics.
Tanzania was deliberately chosen as the host country. Having successfully exited the FATF grey list after being listed in October 2022, Tanzania offers Kenya a practical roadmap for addressing Anti-Money Laundering/ Counter Financing Terrorism (AML/CFT )deficiencies and achieving delisting.
Kenya was grey listed in February 2024. Since then, the country has enacted landmark legislation, including the AML/CFT Laws (Amendment) Act and the Virtual Asset Service Providers Act, and has implemented 29 of FATF's 40 recommendations.
PBORA has contributed through implementation of a risk-based monitoring framework for non-profit organisations and a nationwide AML/CFT sensitisation programme for the Non Profit Organization (NPO) sector. ^MN
The Authority today hosted the Executive Director of @CGW_Kenya, @KevinOsidoEsq, for a courtesy call, providing an opportunity to discuss key developments in the PBO sector, including the transition of NGOs under the PBO Act and implementation of the PBO Regulations. ^MN

DAY TWO: Sensitisation of Non-Profit Organisations on terrorist financing.The sensitisation session focused on protection of NPOs against money laundering and terrorist financing abuse, including understanding their threat, identifying inherent vulnerabilities and putting in place preventive and mitigation measures. Strengthening the NPO sector against Terrorist Financing and Money Laundering is a shared responsibility. Through a Risk-Based Monitoring Framework, PBORA continues to enhance oversight, build sector resilience, and promote compliance with FATF Recommendation 8 while safeguarding legitimate public benefit activities. #AML #CFT #PBOs #Compliance
“The sector's contribution to national development is both significant and undeniable. Our recently published PBO Sector Report for the Financial Year 2024/2025 paints a promising picture: PBOs injected over KSh. 246 billion into the Kenyan economy and directly employed more than 68,000 Kenyans. These contributions are not marginal. They are central to our national development ambition. However, the same report reveals a troubling compliance gap, with only 30 percent of active PBOs submitting their statutory reports. This is a gap we must collectively and urgently address to enhance the integrity of the sector.”
A sensitisation workshop on Countering the Financing of Terrorism (CFT) for Non-Profit Organisations (NPOs) is underway in Nairobi.
Officially opened by the Authority's Director General, Dr Laxmana Kiptoo, this morning, the workshop brings together stakeholders to strengthen the sector’s capacity to detect, prevent, and report terrorism financing risks.
The initiative is being implemented in partnership with the United Nations Office on Drugs (UNODC) and the Kenya NPO Working Group on Financial Action Task Force (FATF). ^MN
