Andy Burnham has asked the civil service to prepare announcements on new drilling in the North Sea and public control of Thames Water within days of taking office.
Government officials are drawing up plans for energy and water that can be announced as soon as next week, aimed at quickly demonstrating Burnhamโs commitment to delivering change, according to people familiar with the matter.
Officials are working on a range of options. They include signalling willingness to approve new oil and gas fields at Jackdaw and Rosebank, and an expansion of so-called tie-backs which allow further drilling on or near existing fields.
No final decision has been made on what form the North Sea announcement will take, but Burnham is likely to indicate he is in favour of more drilling, the people said.ย
A complicating factor is that public consultations have been launched on Jackdaw and Rosebank itโs hard for him to formally approve them before they have finished. Government officials expect him to ultimately back at least Jackdaw.
New North Sea drilling may be welcomed by Trump and trade unions but it could provoke criticism from environmentalists and some on the Labour left. The Greens may also seek to take advantage.
One official says approving Jackdaw and Rosebank wouldnโt breach Labourโs manifesto pledge to ban new licenses to explore new oil and gas fields. Jackdawโs license was granted under the previous Conservative government so doesnโt require a new one.
Burnhamโs aides have also tasked the civil service with preparing an announcement on the public control of Thames Water. They have told officials they want to make water a priority.
One of the options being readied by officials is putting Thames into special administration, a form of temporary nationalisation. Some working on the transition plans think Burnham will proceed with that outcome.
Burnham is also understood to be interested in pursuing an approach similar to mutualisation which would see water companies converted into not-for-profit cooperatives owned and run for the benefit of customers.
The approach is favoured by Burnham, with supporters of the measure arguing it would not cost the government the eye-watering amounts that straightforward nationalisation would. He has been presented with plans for how this can be achieved.

Andy Burnham will on Monday be given assessments by UK officials warning the US-Iran war could escalate in his first week in office, potentially complicating plans for his early days in power.
Burnham will be briefed that UK officials assess Trump is serious about his threats to bomb Iranian civilian infrastructure including bridges and power plants if Tehran does not come to the negotiating table next week.
The assessments will say the US calculates Trumpโs blockade of the Strait of Hormuz is effective leverage against Iran so long as it remains in place for a lengthy period, potentially pointing to a drawn-out next phase of the conflict.
Burnham wants to make a series of domestic announcements in his first week but government officials are privately warning he may be immediately required to work with international leaders to try to deescalate the situation in the Middle East.
The UK assessments will tell Burnham that Iran sees itself as having the upper hand in the war. They say Tehran sold some $6 billion of oil products during the recent ceasefire, giving it something of a buffer to insulate its economy against the US blockade.ย
It is unlikely the US will be able to escort significant numbers of commercial vessels through the waterway and Iran retains the ability to threaten passage despite the degradation of its capabilities, they said.
Iranโs strategy is based on the assumption that Trump will pull back from his threats of escalation ahead of the US mid-term election, they said. Any US escalation could be met by an Iranian response including more strikes across the Gulf, they added.
The assessments conclude that both the US and Iran are taking hardline positions in the belief the other will concede first, but that it remains highly uncertain who will be proved right.
