Grateful to Hon'ble Chairperson, National Human Rights Commission (NHRC) for registering Case No. 90/35/5/2026 on our SPARSH pension issues – a significant step forward!
▪️Now both National- Constitutional body Comptroller and Auditor General (CAG) (suo moto Efficiency-cum-Performance Audit ordered in 2025-26 cycle) and Statutory body National Human Rights Commission (NHRC) have come forward to help lakhs of affected Ex-Servicemen (ESM) & widows – unlike the prolonged inaction from CGDA, Tri Services HQs, and MoD.

Key Timeline & Details:

▪️08 Dec 2025: Emailed detailed humble petition to NHRC seeking suo moto cognizance on systemic SPARSH failures (flawed data migration, unresolved grievances, rural access barriers) → Assigned Diary No. 149236/CR/2025 (15 Dec 2025).
▪️22 Dec 2025: Sent grateful acknowledgment email (no new matter, just thanks + attachments of original petition & diary email) → Assigned Diary No. 155441/CR/2025 (29 Dec 2025).
▪️16 Feb 2026: NHRC emailed confirmation: Case No. 90/35/5/2026 registered (referencing Diary 155441/CR/2025). HRC Net status: "No action taken yet" (early stage – normal after registration); Incident Category – NON-PAYMENT OF PENSION/COMPENSATION;
Victim/Complainant: R K Bhardwaj (Retd), Dehradun, Uttarakhand.

From Petition (08 Dec 2025) – Human Rights Violations Highlighted:

▪️Erroneous pension disbursal deprives entitled benefits → plunges aged ESM into poverty, infringing right to livelihood & dignity under Article 21 of Constitution.
▪️Aged veterans (70-90 yrs), who sacrificed youth in operations like #OperationSindoor & aided civil crises, now beg for dues → stark violation of inherent dignity.
▪️Disproportionate burden on rural, less-educated ESM (lack means to navigate system) → contravenes right to equality under Article 14 & denies effective remedy.
▪️Premature closure of grievances as "resolved" without fixes → compounds plight, denies justice.

Prayer in Petition:

NHRC take suo moto under Sec 12(a) PHR Act 1993;

Today we consolidate the full trail of how the https://t.co/VxPtMATkaR petition (5,152 signatures) addressed to Hon’ble Prime Minister Shri Narendra Modi Ji & Hon’ble Defence Minister Shri Rajnath Singh Ji was systematically rerouted, closed & evaded at every level.

▪️05 Jun 25: Sh Dhritiman Bhattacharya, SAO PCDA(P) closed both as “suggestion” (EDP/58/CPP/SPARSH/2025).

▪️1st Appeal PMOIN/A/E/25/00381 (25 Sep 25): Closed by Appellate Authority PMO (Shobana Pramod, Director) vide No. RTI/5691/2025-PMR dt 01/10/25:
“You are advised to consult the Department of Defence Finance (FADSS) for further information…”
▪️On this advice, fresh RTI filed with Shri Raj Kumar Arora, FADS on 10 Jan 26.

4. Defence Minister Track

▪️RTI CGDFA/R/T/25/00880 (16 Aug 25): Transferred to CGDA, closed 31/10/25 by Sh Akhlesh Garg, Dy CDA & CPIO, with “no information sought” (AN/RTI/2395,2726,2844/YK/2025).
▪️1st Appeal CGDFA/A/E/25/00743 (18 Nov 25): Transferred by Sh Akhlesh Garg Dy CDA and CPIO PCDA(P) to CPIO CGDA HQrs for “appropriate advise at HQrs end” (AN/RTI/N/3767/RKB/2025 dt 29/12/25), but disposed without resolution same day.

▪️Appeal CGDFA/A/E/25/00577 (08 Sep 25): Closed 17/10/25 by Smt Molly Sengupta, Jt CGDA (Pension) & FAA: “CPIO has provided the desired information.”

This full trail of manipulation, evasion & closure is shocking: Petitions to the highest offices were blocked at lower levels.

Sirs, Is this the regard for Ex-Servicemen who sacrificed youth & family life for the nation’s safety, integrity & aid during calamities? Why are we left struggling on the roads for our pension matters at this age?

On this sacred Armed Forces Veterans’ Day, the veterans of India offer our deepest gratitude for your gracious words saluting our valour, dedication, and sacrifice. Your message fills our hearts with pride and reaffirms the nation’s bond with those who served.

As the Supreme Commander of the Indian Armed Forces, we humbly request your kind intervention in a grave matter affecting lakhs of aged, less-educated, and non-tech-savvy veterans living in small towns and villages.

The SPARSH pension system, introduced by the Department of Defence Accounts (DAD), has become a source of immense hardship due to wrong/blank data migration during transition, forcing elderly veterans to repeatedly visit offices or struggle with digital processes they are unfamiliar with.

Hon’ble Comptroller and Auditor General has already accepted our plea and ordered a Performance cum Efficiency Audit of SPARSH in the 2026-27 audit cycle (CAG letter dated 11 Dec 2025 attached) — a clear acknowledgment of systemic issues.

We respectfully pray your honour to kindly advise DAD to take direct responsibility for correcting/updating the wrong and blank data in SPARSH, sparing our senior and super-senior veterans from further distress.

Madam President, your compassionate intervention would be the most meaningful tribute to the Bhutpurv Sainiks who once stood guard for the nation.

We seek:
▪️Copies of notes, minutes, notings, decisions & communications in the file regarding PMOPG/E/2025/0069837 received from PMO, including comments/directions & re-routing to CGDA HQrs.
▪️Copies of records regarding the petition & appeal, as advised by PMO Appellate Authority (Shobana Pramod, Director & Appellate Authority) to consult FADSS for further information/Grievance regarding action may have been taken.
▪️Copies of any correspondence between FADS & CGDA/PCDA(Pensions) on this matter.

This step follows PMO forwarding the petition to FADSS without action, and appeal disposal with advice to “consult FADSS”.

Our follow-up email (08 Jan 26 at 7:00 AM) to CGDA Pension Wing & Shri Vishvajit Sahay, CGDA, has been forwarded again (3:05 PM, 08 Jan 26) to PCDA (P) Prayagraj & SPARSH COARMY by Pension Wing for “necessary action as early as possible under intimation to all concerned” (trail Att).

Grateful for the prompt circulation!

Yet, this repeated downward routing—without substantive review at CGDA HQrs Delhi Cantt by senior officers—raises a valid concern.

As CGDA is accountable to FADS, we respectfully request Shri Raj Kumar Arora, Financial Adviser (Defence Services), to direct CGDA to ensure the Pension Wing engages meaningfully at HQrs level rather than routinely forwarding such grievances.

Shri Rajesh Kumar Singh, Defence Secretary, is kindly requested to reinforce this oversight for timely resolution.

to address the catastrophic failure of SPARSH pension system, severely impacting 3.2 million Ex-Servicemen & their families.
Today, we illuminate a concerning journey that may indicate oversight at higher levels, calling for a thorough review.
▪️On 12 Mar 25, we initiated “Fix SPARSH Now—Support India’s Ex-Servicemen Facing Pension Chaos” on https://t.co/VxPtMATkaR
[https://t.co/gOOOadCrq6],
amassing 5,152 signatures, including from a former #COAS & several Lt Gens. This petition closed on 18 May 25, reflecting our community’s unified voice.
▪️With faith, we forwarded it to Hon’ble Prime Minister Shri Narendra Modi Ji via PMOPG/E/2025/0069837 & Hon’ble Defence Minister Shri Rajnath Singh Ji via MODEF/E/2025/0004827 on 18 May 25, trusting their offices would address this urgent matter.
▪️Surprisingly, both CPGRAM were rerouted to CGDA via Addl FA, Defence Finance. On 05 Jun 25, Sh Dhritiman Bhattacharya, SAO PCDA(P), responded (EDP/58/CPP/SPARSH/2025, Att):
"उक्त विषयक सीपीग्राम के संदर्भ में आपको विनम्रता पूर्ण अवगत कराया जाता है कि आपकी शिकायत सीपीग्राम के दायरे में नहीं आती है, बल्कि यह सुझाव (Suggestions) की श्रेणी में आती है।"
This closed the matter without action, raising questions.
▪️Undeterred, we filed appeals—FADSS/E/A/25/0000739 & FADSS/E/A/25/0000741—on 16 Jun 25. On 11 Jul 25, Sh Roopwant Soni, CDA PCDA(P), dismissed them (EDP/58/CPP/2024/RKB, Att), noting:
"जिसमें उपरोक्त विषयक यथा स्पर्श की महानियंत्रक लेखा परीक्षा द्वारा लेखा परीक्षा किया जाना, स्पर्श के डाटा सुधारने एवं विलंब के लिए अतिरिक्त कर्मचारी लगाने, प्री-2016 के 60 वर्ष से अधिक के पेंशनरों एव�� पारिवारिक पेंशनरों को स्पर्श से वापस बैंक चुनने के अनुमति आदि सुझाव दिए गये थे जो क्रमश माननीय रक्षा मंत्री एवं माननीय प्रधान मंत्री को संबोधित थी। उक्त शिकायत सीपीग्राम के दायरे में नहीं आती है, बल्कि यह सुझाव की श्रेणी में आता है।अतः अपील बंद की जाती है।"
The issue remained unresolved.
▪️Seeking transparency, we filed RTI CGDFA/R/T/25/00880 on 16 Aug 25, querying the non-forwarding. On 31 Oct 25, Sh Akhlesh Garg, Dy CDA & CPIO, closed it (AN/RTI/2395,2726,2844/YK/2025) with:
“You haven't sought any information,”
This seemed to avoid the question.
▪️We escalated with First Appeal CGDFA/A/E/25/00743 on 18 Nov 25. On 29 Dec 25, Sh Akhlesh Garg, Dy CDA & CPIO PCDA(P) transferred it to CPIO CGDA Delhi (AN/RTI/N/3767/RKB/2025, att), stating:
"for perusal and taking appropriate decisions at HQrs office end"
and disposed of it without resolution.
▪️This repeated diversion of petitions—intended for Hon’ble PM and RM—to CGDA/PCDA(Pensions) suggests a process that might not have fully briefed the Defence Secretary or higher authorities. One could infer this may have been to limit senior awareness of internal challenges, though this warrants further exploration.
The attached documents trace this path.

Our 34,039-Views campaign secured the CAG audit, a victory of our resolve. Yet, the failure to escalate these petitions to Hon’ble leaders hints at a possible intent to obscure SPARSH’s operational shortcomings.

We respectfully seek clarity: Might it be that the Defence Secretary and above were not fully apprised of these issues by CGDA?
We trust a comprehensive review will bring justice to light.

◾Give priority attention to veterans who have NEVER logged into SPARSH even once – especially those in remote/border areas, elderly JCOs/OR & non-tech savvy family pensioners.
◾Implement a “SIR-SPARSHA” door-to-door verification like ECI voter rolls.
◾Extensive Outreach for Elderly & Non-Tech Savvy Pensioners - Conduct dedicated SPARSH awareness-cum-assistance camps in remote areas, small towns and villages – where 70-75% of JCOs, ORs and widows reside – utilising existing PAN-India Network.

Practical steps:
1️⃣ Utilise existing PAN-India Network:
▪️Defence Accounts Department offices - PCDAs, CDAs, PAOs & AAOs.
▪️Service HQs, Units & Formation HQs (present even in remotest areas) – if they extend Aid to Civil Authorities, they can surely extend Aid to Ex-Servicemen.
▪️Record Offices & Regimental Centres - who maintain personal connect with veterans.
▪️Kendriya, Rajya & Zila Sainik Boards - majority of the Ex-Servicemen are registered in the Zila Sainik Boards.
2️⃣ Mail to Ex-Servicemen Pensioners - printed SPARSH pension data statements with simple correction form & pre-paid return envelope to PCDA(P) Prayagraj
3️⃣ Expedite pending grievances - on SPARSH/PG Portal.
4️⃣ Share regular progress updates on the portal – visible steps will greatly boost morale.

Hon'ble MPs, as the Session progresses,
📢I, Lt Col RK Bhardwaj(Retd) & Some Ex-Servicemen (ESM), urge you to raise the dire #SPARSH pension crisis affecting 3.2 million ESM in Parliament. These veterans, who selflessly safeguarded India’s safety & integrity—through operations like #OperationSindoor and Aid to Civil during floods, earthquakes & law-and-order failures—now face betrayal in their twilight years. This is their story:

Background: Launched on Aug 21, #SPARSH aimed to streamline pension disbursal for Army, Navy, Air Force & Defence Civilian pensioners.
Instead, a catastrophic migration flaw: ▪️Used outdated legacy Pension Payment Orders (PPOs) from 1976-2016, ignoring 2017 ePPOs post-7th CPC, leaving 50% of data flawed or blank
▪️Errors include misspelled names, wrong ranks, dates of birth as 01/01/3031, omitted disability/gallantry pensions & mismarked spouses (dead when alive)
▪️Of the 3.2 million pensioners, 70-80%—JCOs, Other Ranks & widows aged 70-90—resident in remote villages & small towns, lack smartphones or internet & are non-tech-savvy, rendering them incapable of updating details
▪️Record Offices are overwhelmed, exacerbating the crisis

Reasons:
This systemic failure has created
▪️ Unresolved 6.5 lakh “As_Is” cases, with 20% data errors (Moneycontrol, 15 Jul 25)
▪️50% access denial (Indian Express, 27 Jul 25)
▪️Grievances are closed as “resolved” without fixes
Causing financial distress and violating Article 21 (right to livelihood and dignity). The burden falls on aged veterans & families, many of whom served in wars or disasters, now begging for dues.

Proposals:
▪️CGDA & PCDA (P) Prayagraj must rectify this by using their records—PPOs, ePPOs, LPC cum Data Sheets—to bulk-update flawed data within 90 days ▪️Implement a “SIR-SPARSHA” door-to-door verification like ECI voter rolls
▪️Mail printouts to pensioners for corrections & return
▪️Allow pre-2016 ESM to opt-out to banks until data is purified.
▪️One-time above effort can end 60% of the crisis.

Lack of Response:
