1. they have enough users to cover cost. made ppl to deploy,
2.mean some VMs are free resources to use and always on now.
resources can be better utilize
3. and $5 also mean ppl must give $5 each month , so 50% ppl not utilize resources than , it win. another 50% if more than $5 usage, also win.
4. only loss some users want free plan, but this 1+ years have been cover already.
