#Somaliland is an independent and sovereign state โ an irrefutable fact. It controls its territory, and it has full powers to act freely. Somaliland has the capacity to enter into relations with other states, according to the Vienna Convention on the Law of Treaties. The constitution of Somaliland, approved in a national referendum by the people, delegates the president to conclude a treaty with another state. According to the constitution, the parliament has the power to ratify a treaty.
The statement from #Somalia is also misleading. The document signed by Somaliland and Ethiopia is not legally binding. It is a #MoU.
The government of Somaliland has a transparent system of checks and balances involving the bicameral Parliament and the courts. If any wrong decision is ever taken, there are mechanisms to handle it. HOWEVER, this issue has nothing to do with Somalia.
Lastly, Somalia also made a bizarre argument that the MoU somehow undermines its alleged success in counterterrorism. Their weird assertion means nothing and is aimed to intimidate the international community.
Somaliland has been successfully protecting its land from terrorism. The MoU has nothing to do with whatever Somalia is doing in the Mudug or Hiiraan regions of Somalia. We are not attacking Somalia. We are not stopping their forces. So, how a deal in Somaliland can negatively affect Somaliaโs alleged effort to fight off al Shabaab?
