@AlexdaMatta_ No Brasil pelo menos, mas acredito que em outros países também, o custo mais alto do tabaco para cobrir algumas dessas externalidade faz com que faça sentido para o contrabando faça sentido. Grande parte, muitas vezes maioria, da receita de cartéis vem de cigarros contrabandeados

Se o ponto é prevenir “danos sociais”, a conversa tem começar com essas duas aí.
