It's designed to make the short and unneccessary car trips that make up the majority of journeys in London *just annoying enough* that those who can walk or cycle instead, choose to.
Choosing to use a car to take a short journey that can easily be walked or cycled because it's more convenient should be seen as akin to dropping rubbish on the street because it's more convenient than finding a bin
