So much problems with our bloated bureaucracy. I won't be surprised if a lot of these people were being paid their salaries monthly despite being in leave for a long time. Nepal government has already given a ultimatum to them and I think serious action (including firing) should be taken if these bureaucrats refuse to contact the government, this is totally unacceptable.
