You have now been at war for 232 out of 249 years of your existence. You are the largest arms exporter on earth (40%), with 800+ military bases across 70+ countries. You are the greatest enemy of peace the world has ever known.
I have opposed TLP’s ideology since its inception, but the Establishment has repeatedly allowed it to organize, formalize and grow.
There are legal mechanisms to proscribe a group under the Anti-Terrorism Act and to dissolve a political party under the Elections Act, 2017.
When we demand action and accountability we are not asking for knee-jerk reactions. We are not calling for abductions, enforced disappearances, fake encounters, or straight firing.
I have publicly opposed firing on TLP protesters, and I have condemned indiscriminate arrests and abuse of their activists which resulted in the death of an 80 year old cleric, Mufti Muhammad Yusuf Sultani in Jail. I have also condemned illegal detentions and misuse of the MPO: Saad Rizvi was detained for months through arbitrary abuse of executive power, while the government refused to pursue the multiple FIRs against him; the Lahore High Court and a judicial review board later declared aspects of his detention illegal.
The Establishment never allows the law to take full effect. It does not consistently ensure fair and transparent trials that lead to uncontroversial convictions. Instead, the Establishment rigs and abuses the system and deliberately leaves loopholes so convictions can be overturned when political liabilities become political assets. Shifting political centres is an essential part of keeping Pakistan a security state.
Political parties, religious groups, and militants are all played like pawns, while citizens are expected to watch and move along with this horse-and-cattle show.
We demanded a ban in 2018 because TLP had publicly called for violence against Supreme Court judges, the prime minister (then PTI), and the COAS, and had incited mutiny within the Army. How did the State react? By agreeing to a five-point deal, as it did during the Faizabad sit-in, when violence was being invited against the PML-N cabinet. Remember the DG Rangers handing out envelopes to Faizabad protesters as a token of transport fare.
The TLP was proscribed briefly in April 2021; the state should explain why the ban was later lifted and why the promised process of dissolution did not follow through to its logical conclusion.
When TLP — which now functions as a political party with a substantial vote bank — called a march on a global issue of Gaza that compelled protests in other countries, the State responded with a violent crackdown that only energized the party’s support base and undermined the government’s negotiating credibility.
The Establishment uses force when the situation requires dialogue and uses dialogue when the situation requires force, making instability and insecurity the constant fuel of a security state.
A security state thrives on the perception of constant threat. Its governance tools are fear of chaos, terrorism, and a “foreign hand,” and security forces become self-perpetuating bureaucracies. So even when peace is possible, the narrative simply pivots — from “terrorism” to “foreign influence,” or from “law and order” to “digital disinformation.”
Another aspect of the current crisis in Islamabad is the Security State’s need for support and legitimacy from foreign partners. We are a country buried in debt; Form-47’s setup has little legitimacy with the electorate, but foreign governments (the West, Gulf states, China) care whether the setup delivers results, not whether it has democratic legitimacy.
What’s playing out in Islamabad now looks like a Musharraf-era playbook: promote anti-American sentiment, provoke protests to turn violent, exaggerate the threat to foreign interests, then crush it — presenting the Establishment as indispensable while portraying the populace as violent extremists that “democracy cannot handle,” thereby justifying a Security State.
