"Delhi's Air Quality Crisis: Why We Need a Restricted Activity Calendar"
Delhi went to the polls yesterday, with political discourse dominated by promises of freebies, welfare schemes, and Yamuna clean-up plans. However, one of the most pressing and life-threatening challenges—air pollution—received little attention. While opposition parties did include air quality targets in their manifestos, no new solutions were presented on how they plan to achieve them. Perhaps this is because there is no quick-fix solution to the problem, making it an inconvenient issue to campaign on.
This reality leaves the Delhi government and the Commission for Air Quality Management (CAQM) – the central body overseeing air quality in the NCR – focused on mitigation strategies. The urgency is clear: Delhi recorded 157 days of "poor to severe+" air quality (AQI > 200) in 2024, a figure that has remained stubbornly consistent in recent years, barring the COVID period.
Given this stagnation in air quality improvement, mitigation efforts must focus on limiting extreme pollution episodes, particularly those that exceed AQI 400 for consecutive days.
Sustained exposure to severe air pollution increases the risk of respiratory diseases, cardiovascular issues, and long-term health damage. At present, the only available control mechanism is the implementation of the Graded Response Action Plan (GRAP), which enforces staged restrictions such as curbing industrial emissions, halting construction activities, limiting vehicular movement, and closing down schools and workplaces.
One of the biggest challenges with GRAP implementation is its unpredictability. Frequent transitions between different GRAP stages create instability for businesses, daily-wage laborers, and unorganized sector workers who depend on steady employment.
The first two weeks of January 2025 exemplify this volatility. GRAP-3 was invoked on Jan 3rd, revoked just 2 days later on Jan 5th, followed by reimposition on Jan 9th when peak AQI crossed 400 levels. This was followed by more transitions, with GRAP-4 having to be imposed on Jan 15th since air quality was worsening once again. A total of 8 orders were passed in January alone.
This volatility disproportionately impacts Delhi's unorganized sector workers, particularly in construction. January saw approximately 13 no-work days (42% of the month) due to construction bans under GRAP-3/4. For workers traveling from neighboring states, this meant extended stays in Delhi without wages, compounded by additional travel costs and living expenses.
A Smarter Approach: Proactive GRAP Scheduling
Building on our earlier analysis of proactive GRAP implementation* – which advocates using predictive modeling and weather forecasts to anticipate severe pollution episodes – we propose a "restricted activity calendar" system.
-- A "Restricted Activity Calendar"—published before the start of each month—could outline GRAP enforcement dates for the month. This can be derived from machine-learning predictions of pollution trends, using historical AQI data, weather patterns, festival dates, and other meteorological data such as wind velocities.
-- Such forecast-based planning can minimize volatility in the implementation of restrictions – ensuring a smoother rollout.
-- For example, construction bans in January could have been forecasted and communicated in December, allowing daily-wage workers to adjust their travel plans accordingly and avoid unnecessary loss of income.
-- This approach would also help businesses and industries plan ahead, reducing uncertainty and improving compliance with environmental mandates.
Moving Beyond Unrealistic Air Quality Targets
While some political manifestos have promised to halve PM2.5 and PM10 levels, achieving such ambitious targets within a short timeframe is unrealistic. Instead, a more practical and measurable goal would be to reduce the number of "poor air" days per year.
By focusing on limiting the duration of severe AQI episodes and smoothing out GRAP enforcement with predictive scheduling, Delhi’s governing bodies can:
✅ Minimize health risks associated with prolonged exposure to extreme pollution.
✅ Reduce economic stress on the unorganized workforce.
✅ Improve overall productivity and quality of life for all residents.
Air pollution is a long-term battle, but with smart, proactive governance, it is possible to make meaningful progress without disrupting livelihoods. Delhi deserves a strategy that prioritizes both public health and economic stability.
