In reply to our earlier RTI MODEF/R/E/26/00477 (transferred to CGDA as CGDFA/R/T/26/00058), PCDA(P) CPIO Sh Pranjal Srivastava vide letter EDP/58/CPP/SPARSH/2025 (RKB) dt 26 Feb 26 & FAA Sh Vijay Sharma vide even letter dated 06 Apr 26 provided following information in reply:
(i) Copy of PCDA(P) letter EDP/58/CPP/SPARSH/2025(RKB) dated 26 Jun 25 addressed to CGDA Pension Cell requesting transfer of our appeal/PMOPG/CPGRAM to the offices of Hon’ble Prime Minister & Defence Minister (paras 2, 3 & 4 of the letter refer).
(ii) Action History of FADSS/E/A/25/0000741 showing:
- Entry dated 27 Jun 25 by Sh Saroj Kumar Kanchan, SAO PCDA(P) requesting CGDA Pension Cell to take up the matter with concerned authorities for transfer as requested by the appellant.
- Subsequent entry dated 10 Jul 25 by Smt Molly Sengupta, Jt CGDA (Pension Cell) directing PCDA(P) to close the appeal with reference to grievance reply dated 05 Jun 25 in the form of Speaking Order duly signed by appellate authority.

▪️Service HQs, Units & Formation HQs (present even in remotest areas) – if they extend Aid to Civil Authorities, they can surely extend Aid to Ex-Servicemen.
▪️Record Offices & Regimental Centres - who maintain personal connect with veterans.
▪️Kendriya, Rajya & Zila Sainik Boards - majority of the Ex-Servicemen are registered in the Zila Sainik Boards.
2️⃣ Mail to Ex-Servicemen Pensioners - printed SPARSH pension data statements with simple correction form & pre-paid return envelope to PCDA(P) Prayagraj
3️⃣ Expedite pending grievances - on SPARSH/PG Portal.
4️⃣ Share regular progress updates on the portal – visible steps will greatly boost morale.

Humble request:
Let us together bring the same josh, spirit & war-footing urgency that marked the supersonic migration of SPARSH – now to set our house right & resolve lingering issues swiftly.
Kindly:
◾Proactively bulk-update SPARSH data using authentic records held in your offices/Record Offices – this will relieve pensioners from the burden of updating/correcting their own data online.
◾Give priority attention to veterans who have NEVER logged into SPARSH even once – especially those in remote/border areas, elderly JCOs/OR & non-tech savvy family pensioners.
◾Implement a “SIR-SPARSHA” door-to-door verification like ECI voter rolls.
◾Extensive Outreach for Elderly & Non-Tech Savvy Pensioners - Conduct dedicated SPARSH awareness-cum-assistance camps in remote areas, small towns and villages – where 70-75% of JCOs, ORs and widows reside – utilising existing PAN-India Network.
Practical steps:
1️⃣ Utilise existing PAN-India Network:
▪️Defence Accounts Department offices - PCDAs, CDAs, PAOs & AAOs.
▪️Service HQs, Units & Formation HQs (present even in remotest areas) – if they extend Aid to Civil Authorities, they can surely extend Aid to Ex-Servicemen.
▪️Record Offices & Regimental Centres - who maintain personal connect with veterans.
▪️Kendriya, Rajya & Zila Sainik Boards - majority of the Ex-Servicemen are registered in the Zila Sainik Boards.
2️⃣ Mail to Ex-Servicemen Pensioners - printed SPARSH pension data statements with simple correction form & pre-paid return envelope to PCDA(P) Prayagraj
3️⃣ Expedite pending grievances - on SPARSH/PG Portal.
4️⃣ Share regular progress updates on the portal – visible steps will greatly boost morale.

▪️UK: Dedicated regional welfare officers proactively reach out to pensioners.
