That's correct. For street-hail metered autos, there are no pickup charges because the vehicle is already available at your location. Since the driver does not travel any additional distance to reach you, the pickup charge is naturally ₹0.
The same applies on Nagara. If you spot a Nagara-branded auto on the street and hail it directly, the pickup charge is ₹0.
The pickup fare comes into effect only when a driver accepts an online leads and travels a distance to reach the customer's pickup location. In such cases, the fare reflects the actual distance travelled by the driver before the ride begins.(You can see it on vehicle manual fare meter and also in the app)
