On April 8, 2024, we unveiled the Contract With Texas, declaring to Republican voters and our colleagues in the Texas House: “We are committed to reforming it from a body of liberal dysfunction to a body that more faithfully serves Texas voters.” In the Contract, we identified twelve essential reforms that would earn our support for Speaker. Over the past five months, we’ve tirelessly championed these reforms across Texas, in our districts, and especially with the five candidates for Speaker. The big winner from last Friday’s meeting of reform-minded House Members (and soon-to-be Members) was the Contract With Texas. David Cook is the candidate for Speaker who publicly committed to fully implement each of the twelve reforms outlined in the Contract With Texas and to decentralize the power of the Speaker. Enacting these structural changes will mark a significant victory for grassroots conservatives and lay the foundation for conservative victories in the upcoming legislative session and beyond. Our expectation is that a Speaker Cook would ensure a fair legislative process—one where elected Representatives, not lobbyists or the Speaker, drive the agenda. We urge grassroots activists to stay vigilant, as we will, to make sure these reforms are faithfully enacted and that a Speaker Cook-led House delivers the legislative wins Texans expect. I am very encouraged by how many of my Republican colleagues are ready to support new leadership in the Texas House. Second, I will be fighting for a new rule and law that prohibits the next speaker from hiring anyone on their staff who was a registered lobbyist in the last 12 months and prohibits anyone from the speaker’s staff from registering as a lobbyist for 2 years after their service to the state. #txlege

He doesn’t care about his Republican members or Republican voters who support school choice. What’s the story? Traditionally, at the beginning of summer before an upcoming legislative session, the Texas Governor, Lt. Governor, and Speaker issue a joint letter with budget instructions to state agencies so they may prepare their legislative appropriation requests (LARs). Budgetary priorities are normally listed in the letter. For weeks this summer, Speaker Phelan sat on the letter Governor Abbott and I sent him for his signature. Rumor has it that the Speaker would not sign the letter because school choice was listed as a priority. Looks like the rumor was true. Not surprised. With time ticking for agencies to begin their budget planning, Governor Abbott and I issued our letter. Moments later, Speaker Phelan issued his own letter with one major difference … He removed school choice as a priority. Speaker Phelan would have lost his primary this year had he not been rescued by a significant number of Democrats that crossed over to vote for him. This is yet another confirmation that he will work against conservative legislative priorities this upcoming session. Texas GOP voters are watching closely. Here are the two letters. #txlege
