Subject: Complaint Against Immoral Online Content – “Lazawaal Ishq” Reality Show Respected Sir, I, the undersigned citizen of Pakistan, hereby lodge a formal complaint under the Pakistan Telecommunication (Re-Organization) Act, 1996 and the Prevention of Electronic Crimes Act, 2016 (PECA) regarding the reported release of a reality television show titled “Lazawaal Ishq.” According to media reports, this program—promoted as a dating reality show and to be released on YouTube for Urdu-speaking audiences—features content involving cohabitation of unrelated men and women, promotion of dating culture, and public displays of intimacy. Such material is in clear violation of the moral and cultural fabric of Pakistani society and is offensive to the religious values upheld by the majority of our people. Legal Grounds Section 37 of PECA 2016 empowers the PTA to remove or block access to online information in the interest of: The glory of Islam, Integrity, security or defence of Pakistan, Public order, decency or morality. The content of “Lazawaal Ishq” falls within the scope of “decency or morality” and contradicts Islamic injunctions. Section 4 of the Pakistan Telecommunication (Re-Organization) Act, 1996 places responsibility upon the PTA to regulate telecommunication services in the interest of national integrity, security, and public order. The PEMRA Code of Conduct, 2015—though primarily applicable to broadcast media—sets forth clear standards against the airing of content offensive to Islamic values, national ideology, or public decency. These standards should, by extension, guide the regulation of digital and online platforms accessible in Pakistan. Relief Sought In view of the above, I respectfully request the PTA to: Immediately review and investigate the reported content of “Lazawaal Ishq.” Exercise its powers under Section 37 of PECA 2016 to block the availability of this program on YouTube or any other online platform accessible within Pakistan. Issue a clear advisory to online platforms operating in Pakistan to refrain from promoting or hosting content contrary to Islamic values, national ideology, and public morality. Conclusion Pakistan, as an Islamic Republic, requires its media and online platforms to function within the framework of constitutional, religious, and cultural values. Programs such as “Lazawaal Ishq” undermine these values, risk promoting immorality, and threaten to erode the social and moral standards of our society.
