New: @toddahunter postpones consideration of #SB2012 -- the PCM guardrail bill w/ $500MM cap -- until 6/1/2023, killing the bill this session. Means #txlege will be going w/ #SB7's PCM guidelines, including the $1B cap.

After a lengthy detour, the Texas House is now considering #SB2012, a PCM guardrails bill that has a $500MM netted cap. #SB7 passed earlier has a $1B netted PCM cap. Not sure how things will proceed at the PUC if both bills proceed. #txlege

I know this will seem strange but @TexasSierraClub seems to be on the same side as @TXOGA @TXManufacturers & @texaschemistry in support #sb7 #sb2012 #sb2013 #sb2011 @toddahunter @ShelbySlawson we want consumers protected with a reasonable cost cap!

tmrw in #txlege @DadePhelan @toddahunter Reliability day it's confusing. we are supportive of #sb2011, #sb2012, #sb7, #sb2013, and neutral on #sb2627 but on all want more technology neutrality. Storage and loads need to be able to compete! Please do keep $1 billion cost cap!

What's particularly galling is that the Senate has no analysis showing what the impact on reliability or cost from SB7 would be or the other very costly (in both economic & reliability terms) bill they passed today #SB2012. These and SB6 will be on the floor Wed. or Thurs. 3/

To be clear on the "Repowering Texas" bills passed out of B & C today, we remain opposed to #sb6, #sb2015 and #sb1287, and have concerns that #sb7 and #sb2012 have language that will increase costs to consumers. We believe these bills can be improved with some simple amendments!

This is really important testimony here at the end of over an hour on #SB2012. ERCOT CEO Pablo Vegas says that the backstop in 2012 (and SB6) would likely stop additional generation bc generators will likely not build instead waiting to build a fully rate regulated plant (cont)
