Is EPS a Fishy Affair?
Ugandans have long mastered the art of improvisation. We turn boda seats into family sofas, school report cards into mandazi wrapping paper, and now, fish into bumper accessories. Yes, we’re talking about that peculiar - yet strangely common - practice of tying fresh fish to the front of your car. No, not inside. That would be barbaric. Instead, like true innovators, we hang it on side mirrors, wipers, or even, God help us, on the number plates.
Traditionally, this wasn’t a crime. In fact, it was genius. Why let your boot stink up your fresh tilapia when God gave you air conditioning - free from the wind? But in this new digital era of road surveillance and automated justice, our innocent act of fish-freshening has now raised the eyebrows of the nation’s newest traffic overlord: the Express Penalty System (EPS).
EPS is like that quiet prefect in P.7 who doesn’t shout - just writes your name in the black book. It doesn’t argue, doesn’t debate, and it absolutely doesn’t care that you were “only overtaking because the man in front was sleeping.” It snaps your plate, logs your offense, and spits out a fine with the precision of a boda rider avoiding a pothole.
But now, conspiracy theories are simmering. Some suggest that tying fish on your car is no longer just about freshness - it’s camouflage. A fishy plot, if you will, to block your plate from the watchful lens of #EPSAutoUg. And while we’d like to believe that most Ugandans are still just passionate about fresh protein, let’s not pretend we don’t know that one clever fellow who said, “Banange, let me tie two Mputas here so I can overtake those EPS cameras around Kitubulu in peace.”
To such thinkers, we say: Perish the thought. Because masking your number plate, whether with fish, banana leaves, old campaign posters, or a strategically placed mud, is an offense under Section 108(4)(c) of the Traffic and Road Safety Act (Amendment) 2020. If you’re caught, forget the fish - it’s your wallet that’ll be gutted.
Still, the public backlash against #EPSAuto has been loud. From private vehicle owners, kamunye drivers, and owners in Old/New Taxi Park. They say the system is too strict, too blind to nuance. You sneeze at a roundabout - snap. You blink in a 30kph zone - snap. You slow down for a pothole but the camera mistakes it for a U-turn - snap. 'Ekipapula' lands before you get home.
That's why the @MoWT_Uganda says that effective midnight tonight, the implementation of automated Express Penalty System [EPS Auto] will be temporarily suspended following a comprehensive review.
But let’s take a step back. We’re not being hunted for sport. #EPS was introduced in response to something real - #Uganda’s chaotic, reckless, and frankly bloody road record. We lose too many lives to speeding, carelessness, and sheer madness on the tarmac. Something drastic had to be done. And like all drastic things, it’s uncomfortable at first - like sleeping in a mosquito net on a hot night.
So, let’s not lose the plot. EPS isn’t perfect - no system is. It may smell fishy, but the fish is us. Let’s not blame the hook when we’re the ones swimming straight into it.
And above all, the next time you’re buying fresh tilapia from Jinja or Ggaba, remember: the bonnet is not a fish dryer. The number plate is not a smoke screen. And the camera doesn’t care whether you’re driving a Premio, Pajero, Vitz or just pushing your luck.
