अगर समाज में substantive equality स्थापित करना उद्देश्य है तो सरकारों को #reservation categories में #sub_classification के साथ-साथ #सुप्रीम_कोर्ट द्वारा सुझाव अनुसार #creamy_layer को पृथक करने पर भी काम करना चाहिए।
