Ok, interesting question this one. For me, the best place to go is Unity3D - If you liked the Doom level editor, you could start with a pre-built sample project and work out from there. (1)

Here's a closer look walking through a street of the above map. I love how packed together the buildings are and was definitely worth the day of work to fix pivot points and building sizes. #UoLGamesComputing
Over the next week I'm planning to get more variance on each building, as well as specific buildings in each district. As well as this I need to generate objects around buildings, and some terrain too :)

Select any object using the move tool (w) then hold (v) and you will be able to select the vertex you want to snap it, simply drag it and see the magic!
