Penrose's Quantum Wu Hypothesis is a lot less ridiculous when you consider it philosophically. His point isn't entirely mechanistic. The continued scaling of computers puts strain on traditional scientific ontologies. Computers, however powerful are necassarily bounded by Godel's theorem which effectively means that any consistent set of rules for deciding truths about the natural numbers has the property that questions are strictly more expressive than answers. This creates a meta argument for the existence of god which Penrose substitues for Quantum Wu. Namely, the bootstrap of formal propositional rule systems from natural language can only be done by an entity posessing understanding hence conscious. Is it possible to fake understanding? Possibly! The interesting question however is whether a fake notion of understanding is sufficiently powerful so as to produce questions in the first place. Mathematical questions come from curiousity about mathematics. Curiosity itself can only develop in the ephemeral state in which certain questions sit unresolved (neither contradicted nor proved nor proved independent of the rules). It is only in this space of uncertainty that curiousity can develop as a process of exploring the space of unresolved questions. Consequently the limits of mathematics is measured in the definitional expressivity of mathematicians against the proof-generative power of computers. As long as we remain in a regime in which the definitional expressivity of mathematicians surpasses the proof-generative capacity of computers, a finitary approximate analog to Godel's truth vs provability, there can be no consistent interpertation of the a conscious computer of such proof-generative capacity. So a conscious computer must be able to produce questions whose answers it cannot settle sufficiently long for curiosity to cook and breed meaning into words turning the formal syntax into natural language and back. What happens when the answer-generative capacity of computers far surpasses the question-generative capacity of mathematicians? The majority of the body of mathematics ceases to serve its purpose as only the most shallowest definitions required to formulate questions from conscious experiences is required. The abstractions formed on top of them never arise since it is always more economical to produce answers directly rather than formulate abstractions that simplify the questions. So as the oracling power of computers grow the explanatory power of man shrinks and with it also the explanatory power of computers. A conscious computer is therefore a hypothetical object that solves this problem. Namely it is a computer whose question-generative (and hence abstraction) capacity is sufficient to maintain stable growth in the experessivity of language and by extension the explanatory power of itself (or another computer). The In this context the Penrose hypothesis, interpreted philosophically, says the language of experience, the cradle of conscious thought and understanding transcends the language of truth.
