On 70th IAC, some delegates proposed that a non-governmental third-party should be established as the governing body to better manage the STM regime, and it should identify the nature of the activity and divide it into civil or military so as to apply different management rules.
During 70th IAC, matters related to Space Traffic Management experienced an discussion. The majority of delegates argued that building up an international effective and efficient STM regime should involve all space nations rather than just some nations or a group of nations.
