Happening now at the Kigali Genocide Memorial: the celebration of the International Day for Countering Hate Speech and the validation of Rwanda’s Draft National Action Plan to Prevent and Combat Hate Speech.

Bringing together government institutions, development partners, youth representatives, and other stakeholders, the event highlights Rwanda’s commitment to safeguarding unity, social cohesion, and peaceful coexistence by addressing hate speech through prevention, education, and collective action.

The National Action Plan aims to strengthen coordinated efforts to combat hate speech, empower youth as Digital Peace Ambassadors, and promote positive narratives that counter misinformation and divisive content, particularly in digital spaces.

Researcher Dr Eric Ndushabandi: Hate Speech is any communication in speech, writing or behaviour that attacks or uses pejorative or discriminatory language toward a person or group on the basis of religion, ethnicity, nationality, race, colour, descent, gender or other identity factor (UN, 2019).
