That by itself doesn't tell you a lot (they could be throwing out outliers in both directions and herding to the correct average, just in a chickenshit way).

If forced to pick between the extremes of "one guy has all the money and everyone else has nothing" and "everyone has the mean income" any sensible person would pick the latter.
