Justice cannot stop at resignation. The victims of the Manipur violence deserve accountability, and every credible allegation involving those who held positions of power must be examined through an independent, transparent and evidence-based investigation.
The Supreme Court has previously directed scrutiny of material concerning audio recordings attributed to N. Biren Singh, including questions about their authenticity. The CBI is also continuing investigations into cases arising from the 2023 violence, with the Supreme Court seeking an investigation-status report in 2026.
No position should place anyone above the law.
No victim should be forgotten.
No credible evidence should be ignored.
Investigate the allegations. Examine the evidence. Establish individual responsibility through due process. If the investigation establishes criminal responsibility, arrest and prosecute the responsible person in accordance with law.

Why can’t the speaker’s voice also be identified?
The public deserves a clear explanation: Which portions were altered? What methods were used? Was the voice compared with an admitted, authenticated sample of N. Biren Singh’s voice?
Editing and speaker identity are separate questions. If identification is inconclusive, explain the limitations and what further examination is needed.
We urge the Supreme Court to ensure a transparent, rigorous examination that addresses both the recording’s integrity and the speaker’s identity.

@NIA_India has publicly announced arrests of two Kuki men in the 2026 Tronglaobi IED case. What is the present status of the investigation into the 2023 killing and beheading of David Thiek, for which Mairembam Romesh Mangang was publicly accused in media reports?
The Government of India’s reported decision to bring a Union Minister or a group of Union Ministers into the Naga peace negotiations has been welcomed by the NSCN (IM) as an encouraging development. But any political dialogue concerning Nagalim must also address the legitimate concerns of the Kuki-Zo people whose ancestral villages are located in areas claimed within competing territorial narratives.
The KukiCommunity’s position is clear and unequivocal: political negotiations must not be used to redraw boundaries over Kuki-Zo ancestral villages without the consent of the people who identify those villages and lands as their ancestral homeland.
The Kuki-Zo community has repeatedly raised concerns over villages and areas in Ukhrul, Kamjong, Senapati, Tamenglong and Noney. In 2018, the Kuki National Organisation formally asked that places including Chassad in Kamjong, Laijang in Tamenglong, Mongkotjang in Noney and Phoibung in Senapati, among other areas it identified, not be included in the NSCN (IM) Framework Agreement.
Therefore, any attempt to advance a territorial settlement that places Kuki-Zo ancestral villages under a larger territorial arrangement without the agreement of the affected Kuki-Zo population will face strong democratic and political opposition from the KukiCommunity.
We will not accept the erasure of Kuki villages from history, the rewriting of their identity, or the political absorption of their ancestral lands without their consent.
The KukiCommunity supports a peaceful and constitutional resolution of political differences, but peace cannot mean surrender of ancestral land, forced territorial integration, or the silencing of one community for the political aspirations of another. Every stakeholder must be heard, and every territorial claim must be examined through historical records, customary land rights, constitutional safeguards and the wishes of the communities directly affected.
Where Kuki-Zo villages have experienced displacement, violence or loss, those matters must not be pushed aside in the name of a broader political settlement. The Government of India must ensure that any future agreement contains clear safeguards preventing the unilateral transfer or incorporation of Kuki-Zo villages and traditional lands.
Our message is firm: negotiate peace, but do not negotiate away Kuki ancestral villages.
No framework agreement, political settlement or territorial arrangement should erase Kuki-Zo history or decide the future of Kuki ancestral land without Kuki-Zo participation and consent.
History cannot be erased. Villages cannot simply be written off on a map. Ancestral land cannot be treated as bargaining material. The KukiCommunity will continue to defend its historical, customary and constitutional claims through lawful democratic means and will demand that the Government of India address these concerns before finalising any territorial settlement.

NSCN-IM IN DEEP CRISIS
The NSCN-IM is currently facing a severe crisis. Its narcotics General Headquarters, better known as the WTR Office, was burnt down on 28th March 2026 by angry Tangkhul mobs in Ukhrul, following the cold-blooded murder of four NSCN-IM/Eastern Flank cadres at Hongbei on the same day.
To avenge the burning of its narcotics GHQ, better known as the WTR Office, the group ambushed a vehicle at Kasom which turned out to be a civilian vehicle, killing two innocent unarmed civilians. It also ambushed a Food Corporation of India truck and killed the drivers in cold blood.
In an attempt to divert attention from its internal leadership crisis, the group has extended its violent agenda to Senapati, Kangpokpi, Tamenglong, and Noney, where many innocent lives have been lost and properties have been burnt to date.
The remarks made by NSCN-IM leaders V.S. Atem and R.H. Raising against Dr. S.C. Jamir, one of the most respected and distinguished figures of Nagaland, have provoked widespread outrage across Nagaland. The Tangkhul-dominated NSCN-IM has limited time remaining in Nagaland.
Meanwhile, its mouthpiece, the UNC, held a tripartite meeting with the Ministry of Home Affairs and the Government of Manipur. As this decision did not sit well with the Tangkhul NSCN-IM politburo, and in an attempt to derail the signed agreement, the group brutally murdered unarmed civilians at Kailenjang Village, under the assumption that the Mao, Maram, Poumai, Zeme, and Thangal communities would join its violent campaign.
Some Tangkhul NSCN-IM cadres and Liangmai ZUF-Kamson groups have been regularly visiting Chandel District and meeting leaders of various Civil Society Organisations to instigate attacks against the Kuki-Zo community. However, the CSO leaders of Chandel have firmly stated, "Do not interfere in our district."

WHY IS THE COURT NOT SEEKING AN INDEPENDENT FORENSIC EXAMINATION?
If the purpose of forensic examination is to establish the truth through scientific evidence, why should the process depend predominantly on government-controlled forensic institutions when an independent forensic laboratory has already examined the recording and reported a 93% voice match?
The issue is not about choosing one report over another. It is about ensuring that every credible piece of forensic evidence is examined objectively, transparently and without institutional bias.
When different forensic opinions exist, shouldn't the answer be to test the evidence again through an independent and internationally credible laboratory, rather than simply relying on government laboratories?
The people of Kuki-Zo community, who continue to seek justice and accountability deserve a process that inspires confidence.
If there is nothing to hide, why fear an independent forensic examination?
Why not let an independent laboratory examine the original or first-generation recording, using the best available forensic technology, and settle the question once and for all?
Justice cannot be built on assumptions.
Truth cannot depend on which institution conducts the test.
Evidence must be allowed to speak for itself.

Will the Supreme Court ensure that the forensic process is genuinely independent, transparent and beyond every reasonable question of bias?

🚨 THIS FOOTAGE DEMANDS IMMEDIATE SECURITY INVESTIGATION
The circulating video, reportedly showing armed movement and alleged reinforcement involving NSCN-IM, ZUF-Kamson and other armed elements, raises serious concerns for the safety of Kuki-Zo civilians and vulnerable villages.
This footage must not be ignored. The authorities should immediately authenticate it, establish when and where it was recorded, identify the armed personnel, determine their affiliation and trace their movement. Any allegation of reinforcement from Myanmar should also be independently verified through proper intelligence and border-security channels.
Particular attention is required along the IT Road and vulnerable areas of Kangpokpi, Noney, Tamenglong, Ukhrul, Kamjong and Senapati. If the movement is found to be connected with preparations for attacks on civilian settlements, homes or essential routes, preventive security measures and appropriate legal action must follow.
CoBRA teams, Central Forces, Assam Rifles and Manipur Police must coordinate and investigate thoroughly before another civilian attack takes place.
This is not a matter to be dismissed as ordinary social-media content. Human lives and entire villages could be at risk.

WHAT ARE THE COBRA TEAM, CENTRAL FORCES AND MANIPUR POLICE DOING WHILE CIVILIANS REMAIN TRAPPED BETWEEN BLOCKADES AND VIOLENCE?
This is not a small issue. It is about the basic right of civilians to move freely, receive food and medicine, access hospitals, transport essential commodities and live without fear.
The Manipur Government itself has warned that blockades, road obstructions and restrictions on movement are causing hardship to the public and disrupting essential commodities and services.
The United Naga Council has announced an indefinite intensification of its economic blockade across several National Highways, including NH-2, NH-37, NH-202 and NH-102A. At the same time, Kuki-Zo organisations have raised concerns over restrictions affecting supplies and civilian movement in Kuki-Zo areas.
CoBRA and other Central forces have already been deployed in vulnerable areas, including Noney, while authorities have also conducted joint security operations involving CoBRA, CRPF and Manipur Police.
So the question must be asked clearly:
If Central forces are deployed on the highways, why are civilians still facing restrictions and uncertainty over safe movement?
If the Government has officially prohibited blockades, why are blockades and counter-blockades continuing?
If security forces are responsible for protecting civilians, where is the effective protection when essential supplies and civilian movement are disrupted?
The answer cannot be another blockade, another counter-blockade or another cycle of violence.
OPEN THE HIGHWAYS.
PROTECT CIVILIANS.
PROTECT ESSENTIAL SUPPLIES.
STOP COLLECTIVE PUNISHMENT.
ENFORCE THE LAW EQUALLY.
The Government of India and the Manipur Government must ensure 24/7 security and safe passage on vulnerable highway stretches, including arrangements for trucks carrying rice, medicines, LPG, fuel and other essential commodities.
The authorities must also investigate every reported attack, obstruction and unlawful checkpoint and establish who is responsible. No armed group, organisation, militia or civilian group should be allowed to determine who can travel, which community receives supplies, or which road remains open.
The people of Manipur need security, accountability and unrestricted humanitarian access—not more blockades and bloodshed.
HUMANITY IS NOT A CRIME.
CIVILIAN LIVES MUST COME FIRST.

Kuki-Zo women and children are not targets. Their lives are not expendable. Their deaths cannot be buried under silence.
The Kuki-Zo women’s protest in Kangpokpi on 23 September 2026 highlighted the reported killing of 27 Kuki-Zo civilians, including 8 women and 2 unborn children, since 11 March. The women have demanded an independent central investigation and accountability.
The Kuki-Zo community has alleged that armed cadres linked to NSCN-IM and ZUF (Kamson) were involved in attacks on Kuki-Zo civilians. These allegations must be investigated thoroughly and every person responsible must face the law.
We demand that investigators examine the entire chain of violence—the attackers, commanders, organisers, financiers, weapons suppliers, ammunition networks, drone operators and anyone who provided logistical or operational support.
Claims concerning the NSCN eastern flank, NSCN-IM, ZUF (Kamson), the Shan National Army and Myanmar military, as well as allegations of support from individuals or groups within the Meitei community, must be established through evidence. If weapons, ammunition, RPGs, drones or other military equipment were supplied to armed groups responsible for attacks on civilians, those supply networks must also be exposed and prosecuted according to law.
And if the United Naga Council, Senapati District Students’ Association, JTM, NPO, ANSAM, Tangkhul civil-society groups or any other organisation or individual had any role in planning, facilitating, supporting or concealing attacks, that role must be independently investigated—not assumed, and not ignored.
No organisation. No armed group. No political connection. No community identity should place anyone above the law.
A pregnant woman should have been able to return home safely. Children should have been protected. Farmers should have been able to work their fields without fear. Families should not have to identify their loved ones after armed attacks.
27 lives are not statistics.
8 women are not statistics.
2 unborn children are not statistics.
Every victim had a family. Every family deserves justice.
We call upon Amit Shah, the Government of India, NIA, CBI, NHRC and other competent authorities to establish an independent investigation, identify every perpetrator and every support network through evidence, protect vulnerable villages, and ensure prosecution wherever criminal responsibility is established.
Justice must reach the killers, the commanders and every proven enabler.

FOR PEACE IN MANIPUR — DELIVER A POLITICAL SOLUTION
For lasting peace in Manipur, India must address the political roots of the conflict and provide a separate constitutional arrangement for the Kuki-Zo people.
Since 3 May 2023, Kuki-Zo communities have faced killings, displacement, destruction of homes and villages, and continuing insecurity. The Kuki-Zo community has repeatedly demanded Separate Administration to ensure security, dignity, self-governance and protection of its identity.
The community also alleges continued attacks involving NSCN-IM, ZUF(K)/ZUF Kamson and other armed groups, alongside alleged cross-border militant activity. Every attack on civilians must be independently investigated and every perpetrator held accountable, regardless of affiliation.
The answer cannot be another temporary security arrangement. India needs a genuine political settlement.
The Government of India must establish a Separate Administration for Kuki-Zo areas, including appropriate constitutional protection for Kuki-Zo ancestral and traditionally inhabited lands across the hill areas, while safeguarding land, culture, customary institutions and the rights of displaced people.
Peace cannot mean returning to the conditions that produced the violence.
