2 September 1979.
Havana, Cuba.
Godfrey Binaisa sat across from Fidel Castro.
Four months earlier, he had become Uganda's president after Amin's fall.
Now he was at the Non‑Aligned Movement summit, seeking allies for a shattered nation.
Castro listened, offered support, and spoke of solidarity.
But the real threat to Binaisa was not in Havana.
It was waiting in Kampala.
Binaisa in Havana: A Diplomatic Mission Amidst Uncertainty - 1979
The summit was a gathering of nations determined to resist the gravitational pull of the Cold War superpowers.
For Binaisa, a civilian lawyer thrust into the presidency, it was a chance to rebuild Uganda's international reputation after the ruinous years of Idi Amin.
He moved through the conference halls, shaking hands with leaders from Asia, Africa, and Latin America, each encounter a small step toward legitimacy.
But the meeting with Castro was the centrepiece.
The Cuban revolutionary, dressed in his signature fatigues, listened intently as Binaisa outlined Uganda's challenges:
Reconstruction, political stability, economic recovery.
Castro assured him of Cuba's support and emphasised the importance of African nations standing together.
Yet even as Binaisa smiled for the cameras, the ground beneath him was shifting.
The same coalition that had helped oust Amin was turning on itself.
The Military Commission, led by Paulo Muwanga and including a young Yoweri Museveni, was already manoeuvring to limit Binaisa's authority.
He had no army of his own, no militia, no barracks loyal to him.
He was a lawyer surrounded by soldiers, and they were watching his every move.
The photographs of him shaking hands with Castro are frozen moments of optimism, but they could not capture the fragility of his presidency.
He returned to Kampala with promises of international solidarity but without the domestic power to implement them.
Within ten months, the Military Commission would overthrow him.
The diplomatic achievements in Havana would be rendered irrelevant by the brutal arithmetic of Ugandan politics.
The Non‑Aligned Movement would continue to meet.
Godfrey Binaisa would never again represent his country on such a stage.
His Havana journey was a brief flash of diplomatic hope, a lawyer on the world stage, seeking a place for Uganda among the voices calling for a new global order, before the soldiers closed in.
