While the Kuki Zo Council (KZC) acknowledged that Kuki-Zo community members committed these killings, calling it a "great mistake," NCSS stresses that such acknowledgments do not replace formal justice.

⚡VS ATEM TO KUKIS: YOU ARE REFUGEES, NOT HOMELAND CLAIMANTS
VS Atem did not come to negotiate. He came to expose, to correct, and to demolish the fraudulent narrative peddled by the Kuki community regarding their presence in Naga ancestral territory. Speaking at the 79th Naga Independence Day celebration in Ukhrul, the NSCN (IM) leader delivered a rhetorical hammer blow that shattered any lingering illusion about who the Kukis really are and what they can rightfully demand._
A BLUNT DECLARATION OF REFUGEE STATUS
Atem opened his remarks with a direct and categorical assertion. "The Kuki are foreigners. They are all refugees." He rejected any alternative interpretation of their presence in Manipur and Nagaland, framing it entirely as a consequence of displacement rather than indigenous settlement.
He further emphasized that the Kuki community cannot simply appropriate the term "homeland" without acknowledging their true legal status. "If you are demanding a separate state, if you are demanding a 'Kuki homeland,' then say it is a 'Kuki refugees homeland.'" He warned that obscuring their refugee identity under the banner of a "homeland" is a misrepresentation that the Naga people will not accept.
He doubled down by reminding them that their very existence in Manipur and Nagaland is a byproduct of historical expulsion, not ancestral inheritance. The Nagas are hosts out of compulsion, not out of obligation, and Atem made it excruciatingly clear that this charity does not translate to ownership.
THE INDIAN GOVERNMENT WILL DECIDE YOUR FUTURE
Atem made it explicitly clear that the responsibility for the Kuki community rests with New Delhi, not with the Naga people. "The Indian government has been providing you with refugee relief." He stressed that the terms of their existence in the region are entirely dependent on how the central government chooses to treat them.
He laid out the government's jurisdiction without hesitation. "How you are treated as refugees, how you are rehabilitated, and how you are resettled the Indian government will decide that." He reminded his audience that the Nagas are not recipients of refugee relief and therefore should not be equated with or burdened by the political aspirations of a displaced population.
A FIRM RED LINE ON NAGA ANCESTRAL LAND
While acknowledging that the Indian government has a duty to provide relief and rehabilitation, Atem drew an absolute boundary when it came to territory. He issued a stern warning to those who might entertain claims over Naga land.
"For our land, we will not accept that, we will not allow it, and we will not give it away." This triple affirmation underscored the non-negotiable nature of Naga ancestral territory. Atem made it clear that while both communities have their respective positions on coexistence, the issue of land ownership is beyond discussion.
A FINAL WORD ON COEXISTENCE
Atem acknowledged the complexities of living together but reaffirmed that each side has its own stand. "You have your own stand, and we have ours about living together." However, he concluded that the moment the Kuki community accepts its refugee status, that defines their position in the region. Their future, he reiterated, lies in the hands of the Indian government, but Naga land will never be part of that equation.
His message was unequivocal. The Kuki demand for a homeland must be reframed honestly as a demand for a refugee homeland. The central government will handle their resettlement. But for the Nagas, their land is sacred, permanent, and non transferable.
Atem ended with a sharp warning. The Kukis are refugees. Their future is in Delhi's hands. Their demand for a homeland is a lie unless they add the word "refugee". Their demand for Naga land is completely dead. The Nagas will not bend. They will not break. And they will not give up one inch of their ancestral home. That is the final word.

Who are Kukis?
Excerpt from written fact:
The Kukis are a migratory race consisting of several tribes who have long been moving upward from the South. They were first recorded as "Kukis" in Manipur between 1830 and 1840, though tribes of the same race had long been subject to the Rajah of Manipur. These new immigrants began to cause anxiety around the year 1845, soon pouring into the hill tracts of Manipur in such numbers that they displaced many of the older inhabitants.
Fortunately, the Political Agent at the time, Lieutenant (later Colonel) McCulloch, was well-equipped to handle the situation. Cool and resolute, he immediately recognized and faced the difficulty. In those days, owing to internal quarrels, Manipur could do little to intervene, and Rajah Nar Singh gladly handed over the management of the new arrivals to him.
Recognizing that the Kukis had been driven north by kindred but more powerful tribes, and that their primary objective was to secure land for cultivation, McCulloch settled them down as they arrived. He allotted them lands in various places according to their numbers, particularly where their presence would be useful on exposed frontiers. He advanced them large sums from his own pocket and assigned different duties to each Chief's followers. Some were formed into irregular troops, while others were tasked with carrying loads according to the customs of the state. Thus, over time, thousands of fierce Kukis were settled as peaceful subjects of Manipur, and Colonel McCulloch retained supreme control over them until the end. So great was his influence that he only had to send around his silver-mounted dao (Burmese sword) as a rallying token for all able-bodied men to assemble at his summons.
Colonel McCulloch's policy of placing Kuki settlements on exposed frontiers induced the Government of Bengal to try a similar experiment. Consequently, a large colony of Kukis was settled in 1855 in the neighborhood of Langting to act as a barrier for North Cachar against the raids of the Angami Nagas. The experiment succeeded to a certain extent, and would have been even more successful had the authorities been less timid. The Kukis are strictly monarchical, and their Chiefs are absolutely despotic, holding the power to discipline or sell their subjects into slavery without a murmur of dissent.
Their original home cannot be ascertained with certainty, but traces of them have been found as far south as the Malay Peninsula. They are readily distinguishable from the Nagas and are known to be brave warriors. Their women are often very fair and wear their hair in a long, thick plait down the back. The men are mostly copper-colored and frequently possess sharp features.
From the writings of Political Agent Sir James Johnstone, it is clear that the Kukis entered the region as foreigners, immigrants, and refugees. Up until the reign of Maharaja Nara Singh and shortly thereafter, very few Kukis were settled, registered as citizens, or recognized as bona fide refugees of Manipur. There is no historical basis for classifying them as an indigenous tribe of Manipur, and it is argued that they do not qualify for Scheduled Tribe status as indigenous peoples of India. Aside from the Kukis themselves, historical consensus does not categorize them as indigenous to the state.
The following historical documentation endorses these facts:
(a) T. H. Lewin (1870), Wild Races of the Eastern Frontier of India: Stated that the Kukis on the Chittagong side were described as peoples "who live in the interior parts of the hills, do not use firearms, and whose bodies go unclothed."

Step Back from the Edge: A Citizens’ Appeal for Peace, Justice and Sisterhood in Manipur
Issued on the 51st Commemoration Day of India’s Political Emergency
We, the undersigned citizens, organisations, public intellectuals, faith leaders, women’s rights activists, workers’ organisations, democratic rights groups and concerned people of India, issue this appeal with deep concern over the fast worsened situation in Manipur.
For more than three years, Manipur has lived through violence, displacement, militarisation, fear and separation. What began in May 2023 as a devastating conflict between Meitei and Kuki-Zo communities has now entered a wider and more dangerous phase, with recent escalation involving Naga and Kuki communities. Reports of abductions, killings, retaliatory mobilisation, shutdowns, forced displacement and growing mistrust across hill and valley point to a grave breakdown of civic life.
We mourn the dead from all communities: Kuki-Zo, Meitei, Naga and others. We acknowledge the grief of the Kuki-Zo people who have faced mass displacement, exile, destruction of homes, attacks on places of worship and continuing insecurity. We acknowledge the grief and anger of the Naga people over abductions and killings, including of ordinary civilians and church-linked persons. We acknowledge the fear, insecurity and loss experienced by Meitei families, many of whom have also suffered deaths, displacement and the collapse of everyday life. Smaller communities, workers, women, children and the elderly have also been trapped in a conflict they did not create.
We are particularly disturbed by reports of civilians being abducted and held by armed groups, and by the killing of persons after capture. Civilians cannot be used as bargaining instruments. Detainees and hostages must not be harmed. Their safety, dignity, medical care and unconditional release are basic humanitarian obligations.
At the same time, we recognise every act of restraint that has prevented further bloodshed. The intervention that helped secure the release of 14 Kuki detainees from Naga custody, despite intense public anger, deserves acknowledgement as an important peace gesture. Such actions show that community institutions can still choose responsibility over revenge.
We appeal to Kuki-Zo, Naga, Meitei and all other community organisations: do not allow Manipur to be dragged into a war of all against all. Each community is being pushed to see the other as the primary enemy, while larger questions of state failure, militarisation, land, resources, drugs, arms, impunity, political manipulation and democratic breakdown remain unresolved.
We are deeply concerned that the conflict is increasingly being reframed in ways that divide tribal peoples against one another and religious communities against one another, while the original questions of constitutional protection, land rights, hill-valley justice, state accountability and minority security are pushed aside. India cannot allow Manipur to become a laboratory of ethnic fragmentation, militarised governance and communal manipulation.

⚡Forgery of Original Government Documents.
The attached documents contains highly sensitive official government correspondence from June 1968 issued by S.C. Vaish, the then Deputy Commissioner of Manipur.
The documents address the settlement of Kuki refugees arriving from Burma.
Legal & Policy Issues: The Deputy Commissioner notes that determining the legality of the large-scale entry and final acceptance of these refugees is a policy decision for the government to make.
Land Disputes: Some refugees settled near Kongkhan Thana village in Ukhrul, sparking land claims from neighboring villages.
Administrative Action: The sub-divisional officer of Ukhrul was directed to handle these disputes via revenue demarcation proceedings once formal court petitions are presented. Additionally, sub-divisional officers were urged to expedite reports regarding the resettlement process.
The forgery of official government correspondence—such as fake letters or orders allegedly issued by state officials—by individuals or groups is a severe criminal offense under Indian law.
Under the Bharatiya Nyaya Sanhita (BNS), fabricating public documents constitutes forgery under Section 336. Specifically, forging government identity documents or records falls under Section 337, attracting up to seven years of imprisonment and a fine. If used for cheating or inciting public disharmony, offenders face additional severe charges under anti-conspiracy, national security, and cybercrime laws.

The Naga Youth Movement (initiated by Fed-up Nagas) has called for a peaceful public rally on June 27, 2026, at 11:00 a.m. at the Supermarket area, Dimapur. The rally urges swift and transparent implementation of all agreements signed between the Government of India and the Naga people.
Statement from organisers
“Agreements made in good faith must not languish in indefinite uncertainty,” said the organising committee. “This is not a political rally and it is not divided by tribal lines. It is a collective platform for every Naga who believes our land deserves better. Every citizen’s presence is a voice for accountability, transparency, and dignity.”

In a strongly-worded press release datedthe All Naga Students' Association, Manipur (ANSAM) has unequivocally rejected an apology issued by the Kuki-Zo Council regarding the recent abduction, torture, mutilation, and brutal killing of six innocent Naga hostages.
ANSAM, representing Naga youths and students, stated that the council's statement neither constitutes a genuine apology nor an admission of guilt for the "unlawful and inhumane crime" committed on May 13, 2026, by the KNF(P) and Lailon Vaiphei Kuki Villagers. Instead, the association characterized the apology as a direct challenge to the identity, history, and dignity of the Naga people, reflecting an "alarming disposition of arrogance and perceived supremacy."
The student body took severe offense to the Kuki-Zo Council's use of the term "Katcha Nagas," calling it a derogatory, contemptuous, and historically untenable insult. ANSAM noted that the use of such pejorative nomenclature following a barbaric crime shows a complete lack of remorse and a disturbing persistence of communal disdain.
The press release firmly asserts that no apology will be deemed credible or acceptable until the perpetrators are legally apprehended and punished. "Justice cannot be supplanted by rhetoric, nor can accountability be substituted by carefully crafted declarations bereft of legal consequence," the statement read, highlighting that the atrocities occurred on ancestral Naga soil.
Furthermore, ANSAM questioned the legitimacy of the Kuki-Zo Council, asking whether the apology was tendered on behalf of those directly involved in the killings, and whether the council holds a legitimate mandate to speak for all constituent communities grouped under the Kuki-Zo name, such as the Zomi people. ANSAM also reiterated that Nagas had no involvement in the separate killing of three Thadou church leaders, dismissing attempts to implicate them as malicious misinformation.
The association has urged the governments of Manipur and India to act swiftly to bring the perpetrators to justice, warning that delayed justice represents a profound failure of the rule of law.
