I seem to remember one that was done by a college in Portland and it was funded by people who had special interest.

I’m authoring major affordable housing legislation (SB 4) to allow faith institutions & nonprofit colleges to build affordable homes on their land.
A new report estimates it’ll open up ~172,000 acres for affordable homes, mostly in high-resource areas.
SB 4 is a game changer.
