Bro is deliberately confusing a legal clarification with policy approval.
The question before Parliament was simple:
Does the Supreme Court’s judgment dated 16.02.2018 mandate that Karnataka must obtain the consent of the lower riparian States before constructing any structure across the Cauvery?
The Government’s answer was equally simple:
No such requirement is expressly mentioned in the Supreme Court’s judgment dated 16.02.2018.
This reply is limited only to the interpretation of the Supreme Court’s verdict. It should not be misrepresented as a blanket approval for the Mekedatu project or as a dilution of Tamil Nadu’s rights.
In fact, the very same parliamentary reply states that Karnataka’s DPR has been returned and that a revised DPR must be submitted in compliance with the Cauvery Water Disputes Tribunal (CWDT) Award and the Central Water Commission (CWC) guidelines.
Further, with regard to the reply on 5 August 2021, then Union Jal Shakti Minister Shri Gajendra Singh Shekhawat clarified in Parliament that the permission granted for preparing the DPR was only conditional. He further stated that, under the Inter-State River Water Disputes Act and the applicable legal framework governing inter-State river projects, the consent of the concerned riparian States and the approval of the Cauvery Water Management Authority (CWMA) were required before the project could proceed. That issue is entirely different from the limited question answered in Parliament now, which was only whether the Supreme Court’s judgment dated 16.02.2018 itself contains such a requirement.
It is worth remembering that after the Supreme Court’s verdict and the constitution of the Cauvery Water Management Authority (CWMA), it was during the BJP government in Karnataka under Shri B. S. Yediyurappa that the CWMA’s directions were implemented and water was released to Tamil Nadu in accordance with the prescribed mechanism. Therefore, portraying the BJP as acting against Tamil Nadu’s Cauvery rights is politically convenient but factually unsustainable.
Today, Karnataka is ruled by the Congress Party. If your concern is genuinely about protecting the rights of Tamil Nadu’s farmers, why are you completely silent on the Karnataka Congress government? Why target only the BJP-led Central Government for a reply that merely explains what the Supreme Court’s judgment actually says?
One question, bro @annamalai_k, Why are you silent on questioning the Congress government in Karnataka? Is it because of your real estate interests in Karnataka? If not, show the same courage in questioning the Karnataka Congress government as you do in questioning the BJP-led Central Government.
Cauvery is too important to be reduced to selective political narratives. It deserves facts, law and consistency, not deliberate misrepresentation.

We, Hindus, dormant, keep waiting, thinking that others will take action and are good only in reacting rather than acting. Do you know that Madurai Sri Meenakshi Sundareswarar Temple's 49 acres Vandiyur land worth several thousands Crores is now occupied by Roman Catholic Mission St Mary's Church, ably supported by the then Govt? Whether it was successive Govts led by DMK or ADMK, Temples' interests came as the last priority. Lets see how this happened..... Endowment land was bought by RCM in 1894 from a priest who was INAM beneficiary, thus not the legal owner of the title. The sale was held as illegal by RDO in 1948 contending that temple is the owner, further confirmed by Dist Collector and Dist Judge in 1949 and 1954. On an appeal by RCM the HC in 1959 ruled in favour of RCM. This Order was quashed by SC in further appeal by the Temple administration in 1966, rendering the sale to RCM as illagal. The Govt. changed in 1967, seized this as opportunity to betray Hindus in favour of RCM. In 1968, Tahsildar ruled in favour of the Church, overruling the SC verdict. It was ironical that Tahsildar under DMK Govt had more legal power than that of the SC judge! The HR&CE Dept. @tnhrcedept kept quiet instead of appealing against the contempt. In 2013 an activist by RTI found this fiasco. Also it was found that the successive Govt led by Dr. MGR awarded a GENEROUS Rs 8406 as annual compensation to be paid by RCM to the Temple. This is the secularism and religious harmony these past Govts have been practising. Lesson learnt: Govts will keep Court Orders at bay and act in their contempt to please other religious institutions at the cost of interests of our sacred temples. It is high time that we pursue against this legally. WE WILL, very shortly. For us the interests of Madurai Sri Meenakshi Sundareswarar Temple is paramount.
