Quick explanation of what's happening:

Emails (especially plain-text ones) follow standards like MIME (Multipurpose Internet Mail Extensions).

To prevent issues during transmission, long lines (> ~76 characters) get a "soft" line break inserted: the line ends with = followed by a newline.
When the receiving email client or document viewer properly decodes it, the = + newline disappears, and the text flows normally.
If the decoding/rendering step fails (common in PDF conversions of old archived emails, FOIA-processed dumps, or bulk document viewers), those = signs stay visible as artifacts, breaking words oddly (e.g., "my" becomes "m=y", "the" becomes "t=he" or "t=e", etc.).
Random punctuation garbage (;$*, etc.) often comes from similar encoding errors, corrupted attachments, OCR mistakes during scanning/archiving, or how the DOJ's mass document processing handled ancient email archives.

This is very common in large government email dumps (FOIA releases, congressional investigations, etc.). It's the same reason you see it in old NIH/Fauci COVID emails or other heavily redacted FOIA batches — not intentional hiding, just sloppy tech handling of decades-old messages.
