Kangpokpi, Manipur | September 13, 2026:
A woman was reportedly killed and two members of her family injured after an attack by NSCN-IM cadres at Tollen village in Kangpokpi district, Manipur, in the early hours of Sunday.

According to information provided by local sources, the incident occurred at around 4:00 a.m. on September 13. The deceased has been identified as Lhingzangai Singsit, wife of Pu Seineh. Her husband and son were also reportedly injured in the attack.

The incident has triggered renewed concerns over the security of civilians in vulnerable areas of Manipur. Local accounts have condemned the alleged attack as an act of violence against an innocent family and questioned the continued presence of armed groups in civilian areas.

The incident also raises questions about the commitment of armed organisations to peace and civilian protection amid ongoing efforts toward a lasting political settlement in the region.

This happened when Kuki communities across the globe are observing Kuki Black Day in remembrance of more than 1,000 Kukis reportedly killed during violence involving NSCN-IM in the 1990s.

The Indigenous Tribal Leaders Forum (ITLF) vehemently condemns the disturbing selective injustice in Manipur, India. Recent events expose a stark contrast in how citizens and Police Officers are treated based on their ethnicity, emphasizing the divisive agenda of Chief Minister N. Biren Singh who also holds the Home portfolio.

On September 13, 2023, Sub Inspector Onkhomang Haokip, a Kuki-Zo tribal, was brutally assassinated by Meitei militants while on duty, with an inadequate and selectively muted government response. In contrast, when Meitei police officer Mr. Chingtham Anand Kumar faced a similar fate on October 31, 2023, the CM's & Meitei-centric Cabinet's swift, supportive reaction was evident and telling.

The ITLF and Hill Districts are not oblivious to the unsettling agenda that underlie Chief Minister Biren Singh's actions. His response to this incident clearly reveals his intention to exploit the circumstances, intensifying the history of persecution, subjugation and discrimination endured by the tribal community for several decades.

Unmasking Deceit: Meitei NGOs Exploiting Tribal Development Funds

In the letter addressed to the Ministry of Tribal Affairs and Union Minister and endorsed by CM of Manipur, it was claimed that these Meitei (primarily General category) NGOs operate in remote tribal districts and areas.

However, it is crucial to inform the Ministry of Tribal Affairs @TribalAffairsIn and the Union Minister, Shri Arjun Munda @MundaArjun, that the Kuki-Zo tribals remain completely unaware of any projects or initiatives undertaken by these NGOs to date for the benefit of the tribals.

It is our strong suspicion that these Meitei NGOs, conveniently based in Imphal, are exploiting the tribal community as a means to secure project funds from the Centre which the State Govt can/will later use it for their own dubious purpose.

Among other sinister reasons, by demanding the ST quota, the Meiteis aim to capitalize on the financial benefits associated with this category despite their existing protection under the SC and OBC classifications.
