Willis did not trademark the image in part because she thought the sign would not be around long when it was installed in 1959.

Decades ago YESCO bought the sign company that Willis worked for when the sign was installed and YESCO has trademarked the sign but they do not enforce the trademark unless the image is used in a negative way.
