Subject: Request for Immediate Legal Action Against Social Media User for Alleged Hate Speech and Insult Towards the Kuki Community
Respected Sir/Madam,
We, the members of the KukiCommunity, respectfully submit this application seeking immediate action against the social media user identified as "SHANGH CHE" (@JosephNaga1986) for allegedly disseminating content that insults, demeans, and provokes hatred against the Kuki community.
The social media post in question labels Kukis as "traitors," refers to Kuki historians as fabricators, and claims that there was "No Anglo-Kuki War 1917–1919." Such statements are deeply offensive to the sentiments, history, identity, and collective memory of the Kuki people.
The Anglo-Kuki War of 1917–1919 remains an important historical event for the Kuki people, and any attempt to mock, deny, or deliberately distort this history is viewed by many as an attack on the dignity and identity of the community. Referring to Kukis in derogatory terms and portraying them as outsiders or refugees further contributes to hostility and communal tension.
We believe that such inflammatory statements have the potential to disturb public order, incite communal disharmony, and threaten peaceful coexistence among communities in Manipur.
Therefore, we humbly request the competent authorities to:
1. Identify and verify the individual operating the account @JosephNaga1986.
2. Conduct a proper inquiry into the circulation of content perceived as hateful and inflammatory.
3. Take appropriate action in accordance with the law if any violations are established.
4. Ensure that social media platforms are not misused to spread hatred, misinformation, or communal animosity.
We, the KukiCommunity, would be grateful if prompt action is taken to uphold communal harmony, mutual respect, and the rule of law.

This is how central forces are treated by Manipuri Kacha Naga groups whenever they reach Kacha Naga-dominant areas. NSCN-IM, ZUF (Kamson Group), and Arambai Tenggol Myanmar-Meitei militants allegedly inform Tangkhul women, Meitei Merapaibis, and Liangmai women to block central forces and stage protests against them. They also use insulting and threatening words against the security forces.
Meanwhile, in Ukhrul and Kamjong districts, there are many NSCN Eastern Flank members, Myanmar-Meitei militants, Shanni militants, and junta military elements reportedly active in Tangkhul-dominant areas. Even in Senapati district and Liangmai areas, NSCN-IM, ZUF (Kamson Group), and Arambai Tenggol Myanmar-Meitei militants are reportedly present.
Is law and order strictly enforced only in KukiCommunity-dominant areas while being completely ignored in Kacha Naga areas? Whenever central forces try to conduct operations in these areas, they are blocked, yet no action is taken against those obstructing them. At the same time, Kuki civilians are being treated with sophisticated weapons firing towards Kuki civilians.

Every time a new crisis, controversy, or political issue emerges, public attention shifts. But should that mean a matter involving such serious allegations is left in the background? Or slowly fade away??
If the audio is genuine, the public deserves the truth. If it is fabricated, the public deserves clarity. Either way, why has there been no final resolution after years of waiting?

The Tronglaobi incident - in which two young children were killed and their mother was seriously injured - represents a deeply tragic episode in the continuing cycle of violence in Manipur. Alongside earlier incidents such as the killing of #Zosangkim Hmar in Zairawn (Jairawn) Jiribam,#Manipur and the Iroisemba case in which members of a family were burnt inside a vehicle, the Tronglaobi event has further intensified public anxiety and grief.
Given its recent occurrence, the Tronglaobi incident has drawn widespread condemnation. The dominant public and official narrative, including sections of the state government discourse, has tended to attribute responsibility to Kuki actors. In this context, some individuals identified as Kuki youths, allegedly associated with the UKNA, have been arrested by the NIA, and the investigation is ongoing.
Rough Translation of Mr. Chongtham Bijoy Singh’s media briefing:
1. There is a leader among us who claims to be a “supreme commander” and who, in my view, instills fear among the people. He is someone who has faced a @NIA_India case. I have observed that the moment he came to know about the possibility of arrest in that case, he surrounded himself with a large number of women, which I describe as “hiding behind the sharongs” or “using women as a protective shield”. In my view, such timid leadership is not the trait of a true Meitei patriot.
2.I also observe that there are several leaders, including those within CSOs, who engage in self-serving politics while masquerading as the broader national interest of the community or the state. Their frequent calls for shutdowns and public protests have caused significant hardship and economic loss in the state. In my assessment, such practices have transformed nationalism into a form of self-serving political enterprise.
3.I further note that such leaders are intolerant of dissenting voices and public intellectuals. They allegedly resort to coercion, including forced taxation and extortion, and actively suppress alternative narratives. Individuals who speak out or present critical viewpoints are often compelled to retract their statements under pressure in public forums or media. I believe this culture of rule by force must end immediately for the protection of Manipur, as false narratives are being deliberately constructed and non-issues are being amplified into major issues.
4.Regarding the #Tronglaobi incident, based on my surveys, I find that a majority of respondents support my interpretation of the event. There are also individuals who rely on information from Kuki insurgent groups or social media sources. Taken together, this points to the validity of my narrative: there are certain vested interests who, for their own self-serving political gain/strategy, even dare to kill innocent children. While many share this sentiment privately, they are unable to speak publicly due to fear.
5.I note that the NIA investigation into the Tronglaobi incident has been ongoing for quite some time, yet its findings have not been made public. I believe it is the responsibility of both the Govt. of Manipur and the NIA to disclose the truth transparently. The absence of updates raises concerns about possible suppression of information. Is the investigation leading to a big fish/influential individuals who needs to be protected politically? The public has the right to know the truth. If necessary, we may have to approach the court of law. I also observe that even minor cases receive regular updates, so I question why this case is being treated differently. I believe that the home minister also knows what I am talking about. I demand urgent clarity on this issue.

A community that sacrificed 18 innocent lives and observes June 18 in remembrance of those lives every year as June Uprising Day or Great June Uprising Day has completely destroyed or sold its own history and soul. Rest in peace to those 18 innocent lives, and my condolences to their families who lost loved ones unnecessarily. I hope they won't blame the Kuki-Zo Community as usual when they wake up from their deep slumber.
The Meitei community stood against Thuingaleng Muivah and NSCN-IM since its inception, instigating violence on every platform. But after 2023, when they failed to defeat the Kuki-Zo community, they sold their history – and, not to forget, those 18 lives lost for nothing. Just to get their narratives right.
This MEITEI MINAI community has a history of selling their own to get something out of it. Just like how Ashoka Hotel in New Delhi is a favorite one-night stand destination for their ministers, MLAs, and girlfriends.
Their secessionist groups like UNLF, PLA, KYKL, KCP, and PREPAK, who carried out anti-India campaigns from Myanmar, were once formidable forces but are now Myanmar Junta puppets.

Two Kuki men were brutally killed, and they were labelled as 'illegal immigrants' and this narrative went on for so long and literally no one bothered to go through the official documents to cross check about their identity
Now, one of the person's pregnant wife has to come on camera to proof that his husband was an Indian National and not some illegal immigrant,...... Imagine a grieving pregnant woman has to come on camera to not only ask for justice but first to proof that his dead husband belonged to this county

SIT-IN PROTEST STATEMENT
The Kuki community organised a sit-in protest to strongly condemn the brutal and inhuman killing of two innocent Kuki civilians, Thenggin Baite from Thawai Kuki Village and Thangboimang Khongsai from Shangkai Village. The victims were ordinary villagers who were simply fixing a water pipeline for their community when they were mercilessly attacked and killed.
According to information from the ground, the attack was carried out by NSCN-IM along with Tangkhul volunteers, who were involved in the killing of these innocent civilians. Such an act against unarmed villagers is unacceptable and a serious violation of humanity and the rule of law.
This peaceful protest is also a message to Ashang Kasar and the Manipuri Tangkhul community that the Kuki people seek justice, truth, and accountability for the killing of innocent civilians. The Kuki community has always believed in peaceful coexistence among all communities. However, such brutal acts against unarmed civilians cannot and will not be tolerated.
Through this sit-in protest, the Kuki community calls upon Ashang Kasar and responsible leaders of the Manipuri Tangkhul community to acknowledge the gravity of this incident and ensure that those involved in the killing, particularly NSCN-IM and Tangkhul volunteers, are held accountable.
We also urge the Government of Manipur, the Central Government, and security forces to immediately conduct a fair and transparent investigation, identify those responsible, and take strict legal action without delay.
The Kuki community will continue to raise its voice peacefully until justice is delivered. The lives of innocent civilians must be respected, and no community should suffer such brutality.
