We should be sending social workers, not police, to address panhandling. When a person is desperate enough to beg for money, getting a fine only makes life harder. And because they likely can't afford to pay the ticket, they remain trapped in the criminal justice system.

There are more effective ways to address panhandling than assessing fines, like street outreach, housing, mental health support, addiction programs, & low-barrier employment.
