I agree. The problem is false accusations, which is the reason why your suggestion doesn’t work. It would generate fear and create incentives for people to falsely accuse others of fraud when research goes against their own interests.
Easy verification and reproducibility is likely to have a better overall outcome if you also care about good research being produced, not just disincentivizing fraud.
