The UN High Commissioner for Human Rights must end his prejudice and support our right to return
Volker Türk, the UN High Commissioner for Human Rights, in his comment relating to Armenia and Azerbaijan on September 26, 2023, allowed prejudice and discrimination against Azerbaijan and Azerbaijanis.
The High Commissioner knows very well that Armenia grossly violated the rights and freedoms of one million Azerbaijanis by forcibly expelling them from Armenia and the occupied territories of Azerbaijan. The government of Armenia does not allow the realization of the right of Azerbaijanis expelled from Armenia to return safely and with dignity to their homeland. For some reason, the High Commissioner has never addressed this issue, nor has he responded to the appeals from the Western Azerbaijan Community on this matter.
It should be recalled that the Western Azerbaijan Community respects the sovereignty and territorial integrity of Armenia and has embarked on an agenda based on peace, coexistence, reconciliation and re-integration.
In this context, the High Commissioner's support for the groups that disrespect international law, reject reintegration, pursue separatist agendas, as well as his disregard for the right to return of Azerbaijanis expelled from Armenia constitutes discrimination against Azerbaijanis based on ethnic and religious grounds. This discrimination by the UN High Commissioner for Human Rights is not only wrong from a political point of view, but also fundamentally undermines the international system in the field of human rights as a whole.
We urge High Commissioner Türk to act in accordance with the noble mandate of his office, not to allow the institution he leads to become a cheap political tool in the hands of some circles, to put an end to his prejudice and discrimination against Azerbaijanis on religious and ethnic grounds, to support the right of Azerbaijanis expelled from Armenia to return safely and with dignity. Furthermore, we urge the High Commissioner to respond to the appeal we sent to him on August 10, 2023, asking for his support for our right to return.

Urgent Appeal to Amnesty International and Human Rights Watch for Support
We have sent letters to Amnesty International @amnesty and Human Rights Watch @hrw asking their involvement in rectifying the situation with respect to the rights of Azerbaijanis violated as a result of:
a) ethnic cleansing by Armenia, and
b) the persistent refusal by this state to let the expelled Azerbaijanis to return to their homes in Armenia.
In particular, we kindly asked the support by both organizations in:
Documentation: Professional help in gathering and documenting evidence of human rights abuses, including eyewitness testimonies, photographs, videos, and other forms of documentation relating to the forcible expulsion of Azerbaijanis from Armenia, as well as Armenia’s persistent refusal to let the expelled Azerbaijanis exercise their inherent right to return in safety and with dignity.
Presence, Monitoring and Reporting: Send an inquiry mission of @hrw and @amnesty to Armenia and maintain a consistent presence in the relevant areas in Armenia to monitor the situation over time, to collect evidence of ethnic cleansing against Azerbaijanis from the areas, including evidence of destruction and desecration of cultural heritage, and monitor situation relating to safe and dignified return of the expelled Azerbaijanis.
Raising Awareness: Raise awareness about the ethnic cleansing of Azerbaijanis from Armenia by providing accurate and detailed information through organizations' reports, publications, and media outreach. This would help inform the international community about the atrocities and human rights violations as well as violations of international humanitarian law committed by Armenia.
Public Campaigns: Launch public campaigns by @hrw and @amnesty to mobilize public opinion and gather support for addressing the ethnic cleansing of Azerbaijanis from Armenia and Armenia’s persistent refusal to let them return to their homes.
Advocacy: Use organizations' global reach and influence to advocate for the rights of the expelled Azerbaijanis from Armenia. This can involve engaging with governments, international organizations, and other relevant stakeholders to defend the rights of the expelled Azerbaijanis, and enable their safe and dignified return of without further delay.
Pressure on the Government of Armenia: Lobbying governments and international bodies to take a strong stance against ethnic cleansing committed by Armenia and to use diplomatic, economic, and political tools to address the situation. This includes urging governments to impose sanctions, embargoes, and other measures against Armenia.
Legal Action: Help our organization in pursuing legal accountability by advocating for the investigation and prosecution of individuals and groups responsible for ethnic cleansing of Azerbaijanis from Armenia and obstructing their right to return to homeland. This may involve cooperating with relevant international bodies and encouraging national governments to take legal action against perpetrators.
Supporting Victims: Provide support and resources to victims of ethnic cleansing by Armenia, helping them tell their stories and advocate for justice. This support can empower survivors and their communities to demand accountability and change.
We also cordially invite representatives from @hrw and @amnesty to visit our community and explore the possibility of initiating a collaboration that could enable us work together towards a more just and equitable future.
We believe intervention from @hrw and @amnesty will play a pivotal role in rectifying the profound injustices suffered by the Azerbaijanis expelled from Armenia.
