By this point, store management should be able to anticipate the loss of carts. There were at least 4 staff members standing around doing nothing, all of whom could have been helping to fix this issue. I’ll be taking my business to Harris Teeter until you can remedy the issue

@Safeway your 14th St SE Store in Washington DC needs new management. While waiting for customer service agent (who was annoyed when I asked about carts) to find carts because they can’t seem to keep carts in the store. A problem they’ve had for years.
