Going through the drive thru at a cookout that's neither in a college town nor in North Carolina is rough. It's like everyone in line is lost and all I want is a Tray with a big double burger (cheese, mayo, bacon), hush puppies, chicken quesadilla, and a chocolate malt shake.

The established use of "Well-regulated" during the era meant "in working order/working as expected". Not controlled or restricted.
