Pakistan’s civil service reform must rethink the 𝗲𝗻𝘁𝗶𝗿𝗲 𝗛𝗥 𝘃𝗮𝗹𝘂𝗲 𝗰𝗵𝗮𝗶𝗻, 𝗳𝗿𝗼𝗺 𝗶𝗻𝘁𝗮𝗸𝗲 𝗮𝗻𝗱 𝘁𝗿𝗮𝗶𝗻𝗶𝗻𝗴 𝘁𝗼 𝗽𝗼𝘀𝘁𝗶𝗻𝗴𝘀, 𝘀𝗽𝗲𝗰𝗶𝗮𝗹𝗶𝘀𝗮𝘁𝗶𝗼𝗻, 𝗽𝗲𝗿𝗳𝗼𝗿𝗺𝗮𝗻𝗰𝗲 𝗮𝗻𝗱 𝗽𝗿𝗼𝗺𝗼𝘁𝗶𝗼𝗻.

We cannot have officers recruited as generalists, rotated across unrelated jobs and eventually promoted largely on seniority.

𝟮. 𝗕𝗿𝗼𝗮𝗱 𝗲𝘅𝗽𝗼𝘀𝘂𝗿𝗲, 𝘁𝗵𝗲𝗻 𝘀𝗽𝗲𝗰𝗶𝗮𝗹𝗶𝘀𝗮𝘁𝗶𝗼𝗻. Grades 17 to 18 provide broad exposure. 𝗚𝗿𝗮𝗱𝗲 𝟭𝟵 𝗯𝗲𝗰𝗼𝗺𝗲𝘀 𝘁𝗵𝗲 𝘁𝗿𝗮𝗻𝘀𝗶𝘁𝗶𝗼𝗻 𝘁𝗼 𝘀𝗽𝗲𝗰𝗶𝗮𝗹𝗶𝘀𝗮𝘁𝗶𝗼𝗻, 𝘄𝗶𝘁𝗵 𝗚𝗿𝗮𝗱𝗲𝘀 𝟮𝟬 𝘁𝗼 𝟮𝟮 𝗯𝘂𝗶𝗹𝗱𝗶𝗻𝗴 𝗰𝗮𝗿𝗲𝗲𝗿𝘀 𝘄𝗶𝘁𝗵𝗶𝗻 𝘁𝗵𝗮𝘁 𝗳𝗶𝗲𝗹𝗱.

𝟯. 𝗘𝗻𝗱 𝘁𝗵𝗲 “𝘀𝗲𝗰𝗿𝗲𝘁𝗮𝗿𝘆 𝗼𝗳 𝗮𝗻𝘆𝘁𝗵𝗶𝗻𝗴” 𝗺𝗼𝗱𝗲𝗹. Stop rotating officers across unrelated ministries. 𝗦𝗲𝗻𝗶𝗼𝗿𝗶𝘁𝘆 𝗰𝗮𝗻𝗻𝗼𝘁 𝘀𝘂𝗯𝘀𝘁𝗶𝘁𝘂𝘁𝗲 𝗳𝗼𝗿 𝗲𝘅𝗽𝗲𝗿𝘁𝗶𝘀𝗲.

𝟰. 𝗕𝗿𝗲𝗮𝗸 𝗽𝗿𝗲𝗱𝗲𝘁𝗲𝗿𝗺𝗶𝗻𝗲𝗱 𝗹𝗶𝗳𝗲𝘁𝗶𝗺𝗲 𝗰𝗮𝗿𝗲𝗲𝗿𝘀. Time served creates eligibility, not entitlement. Promotion should reward 𝗿𝗲𝘀𝘂𝗹𝘁𝘀, 𝗰𝗼𝗺𝗽𝗲𝘁𝗲𝗻𝗰𝗲, 𝗹𝗲𝗮𝗿𝗻𝗶𝗻𝗴, 𝗹𝗲𝗮𝗱𝗲𝗿𝘀𝗵𝗶𝗽 𝗮𝗻𝗱 𝗶𝗻𝘁𝗲𝗴𝗿𝗶𝘁𝘆.

𝟱. 𝗕𝘂𝗶𝗹𝗱 𝘀𝗽𝗲𝗰𝗶𝗮𝗹𝗶𝘀𝘁 𝗰𝗮𝗿𝗲𝗲𝗿 𝗽𝗮𝘁𝗵𝘀. An outstanding 𝗲𝗰𝗼𝗻𝗼𝗺𝗶𝘀𝘁, 𝗲𝗻𝗴𝗶𝗻𝗲𝗲𝗿 𝗼𝗿 𝘁𝗲𝗰𝗵𝗻𝗼𝗹𝗼𝗴𝘆 𝗽𝗿𝗼𝗳𝗲𝘀𝘀𝗶𝗼𝗻𝗮𝗹 should be able to reach the top without becoming a generalist administrator.

𝟲. 𝗢𝗽𝗲𝗻 𝘁𝗵𝗲 𝘀𝘆𝘀𝘁𝗲𝗺 𝘁𝗼 𝗼𝘂𝘁𝘀𝗶𝗱𝗲 𝘁𝗮𝗹𝗲𝗻𝘁. Lateral entry can bring scarce expertise and healthy competition.

𝟳. 𝗣𝗿𝗼𝘁𝗲𝗰𝘁 𝘁𝗲𝗻𝘂𝗿𝗲. Establish a 𝗺𝗶𝗻𝗶𝗺𝘂𝗺 𝘁𝗵𝗿𝗲𝗲 𝘆𝗲𝗮𝗿 𝗽𝗼𝘀𝘁𝗶𝗻𝗴 𝘁𝗲𝗻𝘂𝗿𝗲, with early transfers requiring clear justification. Predictable tenures build accountability and institutional memory; arbitrary transfers destroy both.

𝟴. 𝗠𝗮𝗸𝗲 𝗴𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁 𝗮 𝗹𝗲𝗮𝗿𝗻𝗶𝗻𝗴 𝗶𝗻𝘀𝘁𝗶𝘁𝘂𝘁𝗶𝗼𝗻. Build capacity in 𝗱𝗮𝘁𝗮, 𝗿𝗲𝘀𝗲𝗮𝗿𝗰𝗵, 𝗲𝘃𝗮𝗹𝘂𝗮𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝘁𝗲𝗰𝗵𝗻𝗼𝗹𝗼𝗴𝘆, with stronger links to universities and professional institutions.

𝟵. 𝗥𝗲𝗳𝗼𝗿𝗺 𝗽𝗮𝘆. Replace 𝘂𝗻𝗶𝗳𝗶𝗲𝗱 𝗽𝗮𝘆 𝘀𝗰𝗮𝗹𝗲𝘀 𝗮𝗻𝗱 𝗼𝗽𝗮𝗾𝘂𝗲 𝗽𝗲𝗿𝗸𝘀 𝘄𝗶𝘁𝗵 𝗰𝗼𝗺𝗽𝗲𝘁𝗶𝘁𝗶𝘃𝗲, 𝘁𝗿𝗮𝗻𝘀𝗽𝗮𝗿𝗲𝗻𝘁 𝗰𝗼𝗺𝗽𝗲𝗻𝘀𝗮𝘁𝗶𝗼𝗻.

Rent for land used by PPL or other companies is paid separately to entitled landowners based on revenue records.
3. #BugtiGrievance — Rent, Not Royalty
The Bugti tribe and family’s grievances have included non-payment of land rent by companies — not non-payment of gas royalties.
4. #InformationGap — A Prolonged Conflict

ہمیں میڈیا سے وابستہ اپنے دوستوں کی مشکلات اور ان پر موجود ادارہ جاتی دباؤ کا بھی پورا ادراک ہے۔ تاہم حقیقی قومی مکالمہ اسی وقت ممکن ہے جب وفاق کی تمام اکائیوں کی آواز، مؤقف اور اختلافِ رائے کو مساوی جگہ دی جائے۔ بلوچستان، سندھ اور خیبر پختونخوا کو خاموش رکھ کر کوئی بھی مکالمہ نہ تو مکمل قومی مکالمہ کہلا سکتا ہے اور نہ ہی اس سے وفاقی ہم آہنگی کو تقویت مل سکتی ہے۔

My point and argument in @TheBlackHole_pk was simple - that such a fundamental political and geographical restructuring should not be left to either the Centre or an existing provincial majority. It should be debated and decided through a specially elected #ConstituentAssembly, with equal representation from all four federating units, so that the process is based on consensus, legitimacy and the collective will of the federation.
