100% spot on. It is easier to get $1 from every local (there are millions of them) than target a few $1000’s from foreign tourists . Foreign tourism is not always a blessing if it is the only source of funds , see Spain, Portugal. Even Amsterdam is capping tourist numbers. The sweetest spot is local paying tourists.
