The question is not whether communities will use the lake, but how those journeys can be made safer — through safer transport, life jackets, skills and rescue capacity.

Answering that will take serious work across infrastructure, research and talent. This partnership is about getting on with that work together.
1,682 drowning deaths were reported as recorded through Uganda’s community health systems since January 2026.
Better data should do more than count lives lost. It should tell us where the risks are and where prevention is needed most.

Tomorrow’s drowning-prevention conversation is also a policy conversation. Stronger safe-water systems, appropriate standards, and effective regulations can help make everyday journeys safer.
Good policy creates the conditions for prevention.
Young people should not only receive drowning-prevention messages. They can carry them into schools, families and communities. Give young people knowledge and they can become part of the solution.

Being able to swim is valuable. So is knowing your limits, recognising risk, using the right flotation device and responding safely in an emergency. Water safety is a set of skills, not a single skill.

Every drowning incident is a tragedy. When similar tragedies keep happening year after year, it's a reminder that preventing them takes more than individual action.
Safer waterways depend on institutions working together, communities being heard, and commitments being put into practice. Lasting change comes when prevention is treated as a shared responsibility and public accountability remains at the centre of the conversation.
No family should lose a loved one to a preventable drowning. Together, we can build systems that protect lives before emergencies happen.
