If you are denoting priorities based on lineage authenticity, the ahl Al-Haal wa al-'Aqd knows better.

People who know most of the changing conditions, perhaps most do not know of them. Or maybe they do.

As for the present, a khilafah would certainly have pronounced itself, as the narrations regarding the end-times khilafah is a guided one, which one may see as being guided both from their background, conditions, complemented with signs clear and tided.

I used to share this and rely upon this to emphasize zeal.

Upon closer inspection, Ibrahim seem to take Sheikh Uthman's words as being negating the virtue of the jizyah. If one takes a closer examination, there would be no difference between what is hoped from the conveyance of Sheikh Uthman and the reaffirmance of Ibrahim.

Sheikh Uthman was calling to Islaam in a more recognized and better way. What is quoted from ibn al-Qayyim should be targeted instead to those who wish to relieve the jizyah as they gain leadership in an Islamic state.

2. Telah mashyur bahwa hisab secara tunggal tidak diterima sebagai penetapan, hanya sebagai pendukung apakah hilal logis secara perhitungan. Siapapun yang hanya bergantung pada hisaab sudah menyelisihi hadith dari Nabi.
