BRUSSELS AND WASHINGTON ARE STARTING TO SPEAK THE SAME LANGUAGE
The Issue Is Not Money. It Is Tanzania Being Written Into the Official Record.

There are times when a country loses money. And there are times when a country loses confidence.
Money can return. Confidence is much harder to recover.
On June 17, the U.S. Senate Foreign Relations Committee advanced S.4577, legislation calling for a reassessment of the relationship between the United States and Tanzania and establishing a process to identify officials linked to repression and serious human rights abuses.
One day later, on June 18, the European Parliament adopted a resolution calling on the European Commission to withdraw its proposed €156 million assistance package for Tanzania.
Two days.
Two continents.
One conclusion.
Two different institutions.
Two different political systems.
But one message.
Tanzania is entering a zone of concern.
For years, governments could dismiss criticism from activists, journalists, opposition parties, and human rights organizations as routine political noise.
That is becoming more difficult.
The conversation has moved.
It is no longer confined to social media.
It is no longer confined to political rallies.
It has entered institutions. And institutions have longer memories than politicians.
Brussels is writing resolutions.
Washington is writing legislation.
The European Parliament is raising questions about the 2025 election, the deaths that followed, disappearances, and accountability.
And it is not doing so in the abstract.
Its resolution is based on concrete developments, including Tanzania’s refusal to receive a delegation from the European Parliament’s Subcommittee on Human Rights and the continued detention of opposition leader Tundu Lissu for more than a year.
Washington, meanwhile, is preparing to implement Section 5 of S.4577, which requires the U.S. government to prepare an official report identifying senior officials associated with allegations of serious human rights abuses.
That is not an activist report.
That is not a newspaper editorial.
Those are official documents of the United States Government.
At first glance, these may appear to be separate events.
They are not.
They are symptoms of the same development. Tanzania is being reassessed.
The greatest risk is not the loss of €156 million. Nor is it the possibility of visa restrictions.
The greatest risk is a change in perception.
Once a country begins to be viewed as a partner with governance concerns, the effects appear in places most citizens never see.
Investment committees.
Banks.
Lending institutions.
Insurance companies.
Development agencies.
Corporate boardrooms.
Investor conferences.
The question begins to change.
Instead of asking: “What opportunities does Tanzania offer?” People begin asking:
“What risks does Tanzania present?”
And once that question starts appearing repeatedly, the cost of doing business begins to rise.
Investment becomes harder to secure.
Credit becomes more expensive.
Projects move more slowly.
Some investors choose other destinations.
This is why countries work so hard to avoid reaching this stage.
Because reputation is easy to lose.And extremely difficult to rebuild.
What makes this moment even more significant is that the United States and Europe did not arrive at these conclusions together.
Each arrived there independently.
Yet both arrived at the same place.
That is the message Dodoma should read carefully.
The United States has not said it wants to end its relationship with Tanzania.
Europe has not said it wants to punish the Tanzanian people.
Quite the opposite.
The European Parliament did not call for the complete termination of assistance. It argued that support should be directed through independent channels and civil society rather than through government structures.
Both sides have left the door open.
But they are asking the same questions.

This moment belongs to every mother who buried a child, every family still searching for answers, every victim of violence, every religious leader who stood firm, every journalist who spoke the truth, every activist who refused to be intimidated, and every Tanzanian who never stopped believing that accountability matters.
This is not the finish line.
But today, the world heard Tanzania.
Today, truth prevailed over propaganda.
Today, hope prevailed over fear.
Today, we moved one step closer to justice and accountability.
To everyone who prayed, advocated, testified, contacted congressional offices, shared evidence, and refused to look away-thank you.
The journey continues, but today we pause to thank God.
Justice delayed is not justice denied.

A few months ago, Tanzania's Minister of Foreign Affairs, Mahmoud Thabit Kombo, and his delegation visited Brussels to engage with the European Parliament.
During this visit, they implored you not to impose sanctions and restrictions, despite the fact that by October 29, the regime had gunned down over ten thousand Tanganyikans, many of whom were denied the right to live, reflecting a troubling disregard for human rights.
However, in Parliament yesterday, Minister Kombo stood up and boasted and mocked you. He claims that when they came to speak with you, the European Union imposed "free free" conditions on them, referring to the demands you made, including the release of Hon. Tundu Lissu.
Kombo has since proudly claimed that he rejected those demands, asserting that no foreign institution has the right to dictate how our country should be governed.
After ridiculing you in their illegitimate Parliament, they are scheduled to return to Brussels to request grants. This behaviour suggests a concerning pattern that deserves your attention. I hope you have noted the discussions surrounding his mission in Europe.
It is important to recognise that the CCM and the current regime are seeking endorsement in the form of grants and financial support. They may use such funds for political propaganda, undermining the importance of accountability. Please do not fall into the trap of becoming complicit in this situation.
