And the application process is (or was) pretty brutal for State Department Foreign Service Officers. You don't just apply. Multiple steps: Tests, interviews, exercises with other applicants, strict clearance process.

Either the funding came from other organizations and/or the amounts from USAID were much smaller and were for subscription services (to follow media for their own internal media management)
