We checked and found that some 3,96,914 voters have more than one card against their names totalling upto 11,50,509 voter cards. We have compared the name, father's/ husband's name and age. These 3 fields match in all cases. Then we compared some photos randomly. We discovered that the photos are also matching in a number of cases. Therefore, we would treat these as suspected cases."
