If you send DNS queries to 9.9.9.9 on port 9953, you can resolve hostnames, so this might be useful to someone stuck during the outages. ICMP and TCP seem to work, at least for me, but of course without DNS there is no much else to do other than wait.

I’m looking forward to @VodafoneIreland outage post-mortem. I’d like to understand why outgoing DNS traffic on port 53 seems to be firewalled (so you cannot workaround using 1.1.1.1/8.8.8.8/etc), and why some queries return SERVFAIL intermittently.
