Daisy Mukarakate @nyazemuka, Regional Climate Policy Advisor at United Nations Development Program, emphasized the urgency of stronger collaboration in a rapidly shifting global landscape:
“At a time of rising geopolitical tensions, non-state actors and the UN system must work together to sustain climate ambition and deliver on development.”.
She painted a clear picture of a world marked by declining global trust, rising unilateralism, and widening financing gaps—all of which threaten progress on both climate action and the Sustainable Development Goals.
She highlighted that in this context:
• Non-state actors play a critical role in keeping ambition alive—through advocacy, accountability, community data, and locally-led solutions
• The UN system remains essential in providing platforms for dialogue, technical support, and ensuring coordination across countries and sectors
• Collaboration between the two is key to overcoming fragmentation and accelerating implementation on the ground
Importantly, she stressed that non-state actors are not just participants—but drivers of innovation and last-mile impact, bringing community voices into global processes and ensuring no one is left behind.
- Her key message:
Africa must strengthen partnerships, protect civic space, and actively engage in both UN processes and regional platforms to shape climate and development outcomes in its favor.

At the #BakuClimatePeace Forum during #AfricaClimateWeek, I highlighted the growing recognition of the climate–security link. Integrating peace considerations into climate strategies is essential for building resilience, stability and sustainable development.
Through UNDP Climate Promise, 50 NDCs in fragile contexts now acknowledge conflict as a barrier to climate action. Incorporating peace outcomes into these commitments helps ensure that climate investments also reinforce security and effective governance.
Carbon markets under Article 6 of the Paris Agreement offer Africa a pathway to mobilize finance, raise ambition and deliver development benefits to the most vulnerable.
At #AfricaClimateWeek, we hosted the Article 6 African Countries Exchange with @SECO_CH. This half-day dialogue convened governments and UNDP teams to strengthen technical capacity, foster peer learning and identify next steps toward #COP30.
